Cox_, Mr. Vannaman said that the City is eng~-~.:]n <br />price negotiations regarding a study of the proposed traffic island at the intersection of <br />Mclntire/PrestorviVIarket Street. <br /> <br />RESOLUTION: APPRO\rlNG PAY PLAN <br /> <br /> Mr. O'Connell explained that $900,000 was approved in the budget for performance <br />pay increases and adjustments to deal with compression issues. The recommendation <br />includes: removal of the target point for calculating salary increases; a 3 1/2% pool for pay <br />for performance increases; pay adjustments responding to compression issues; and pay <br />recommendations for retirees. <br /> <br /> Ms. Slaughter noted that the retiree increase has not come before the Retirement <br />Commission for their recommendation, and Mr. O'Connell said this could be discussed at <br />their next meeting. <br /> <br /> Responding to a question from Mr. Cox, Mr. O'Connell explained that any changes in <br />the performance evaluation method will not take effect until next year. <br /> <br /> Ms. Richards said she agrees with the pay for performance and remedying compression, <br />but is concerned about removing the target point. Ms. Richards asked if there has been a lot <br />of discussion of the target point with employees. <br /> <br /> Mr. O'Connell said that the target point is very difficult to understand and is considered <br />to be a penalty by those who are above the mid-point. <br /> <br />Ms. Cox said he has some concern about the increase for retirees. <br /> <br /> Mr. Toscano noted that the funds for the increase for retirees is built into the retirement <br />fund. <br /> <br /> Mr. Toscano, referring to the living wage campaign, asked the extent to which the City <br />is paving a living wage to part versus full time employees. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Cox, the Pay Plan, with the exception <br />of the increase for retirees, which will be sent to the Retirement Commission for their <br />recommendation, was unanimously approved by Council. <br /> <br /> WHEREAS, the City Manager has submitted a proposed Employee Classification <br />and Pay Plan for the City of Charlottesville dated July 1, 1998; and <br /> <br /> WHEREAS, the Pay Plan assigns salary ranges to each class or position in the City <br />service; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville that the Employee <br />Classification and Pay Plan for the City of Charlottesville dated July 1, 1998 and effective on <br />that same date, is here~ approved pursuant to Sections 19-3 and 19-4 of the Code of the <br />City of Charlottesville, 1990, as amended, and a copy of the same shall be kept on file with <br />the records of the meeting at which this resolution is approved. <br /> <br />PUBLIC <br /> <br />There were no maters by the public. <br /> <br /> <br />
