RESOLUTION: BAR Guidelines re: Public Improvements <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />ChaPter 6 of the proposed Historic District Design Guidelines, as amended, are hereby <br />approved. A copy of Chapter 6 or said Guidelines are attached hereto and made a part of <br />this resolution. <br /> <br />i. RESOLUTION: <br /> <br />Designation of Region Ten Community Services Board as an <br />Operating Community Services Board <br /> <br /> WItEREAS, Section 37.1-194 of the Code of Virginia, 1950 as amended, requires <br />each city and county to establish, singly or in combination, a community services board for <br />the provision of mental health, mental retardation, and sUbstance abuse services to its <br />residents; and <br /> <br /> WIIEREAS, the City of Charlottesville already has established the Region Ten <br />Community Services Board pursuant to this statutory provisions; and <br /> <br /> WHEREAS, Section 37.1-194 of the Code of Virginia, 1950 as amended, further <br />requires each city' and county to designate, in consultation with its community services board, <br />this board as an operating community services board, an administrative policy community <br />services board, or a policy-advisory community services board with a local government <br />department; and <br /> <br /> WHEREAS, the Region Ten Community Services Board provides community mental <br />health, mental retardation, and SUbstance abuse services, directly through its own staff or <br />through contracts with other providers; and <br /> <br /> WHEREAS, the Region Ten Community Services Board conforms to the definition of <br />an operating community services board that is contained in Section 37-1-194.1 of the Code <br />of Virginia, 1950 as amended; now therefore, <br /> <br /> BE IT RESOLVED, by the City Council of Charlottesville, Virginia, that the Region <br />Ten Community Services Board is hereby designated as an operating community services <br />board with the powers and duties enumerated in Section 37.1-197.A and Section 37.1-197.1 <br />of the Code of Virginia, 1590 as amended. <br /> <br />j. RESOLUTION: <br /> <br />Approving Amendment to Option Agreement for Purchase <br />of CSX Parcels <br /> <br />PUBLIC HEARING: _AppOINTMENTS TO THE CHARLOTTESVILLE SCHOOL <br />BOARD <br /> <br /> Ms. Slaughter read the list of applicants for the School Board: Linda Bowen, Steve <br />Campbell, Roger Fager, Kathleen GaMn, Sue Lewis, Richard Merriwether, Deborah <br />Pomerantz, John Santoski, David Simmons, Rolisa Smith, and Lyndele yon Schill. <br /> <br />The public hearing was opened. <br /> <br /> Mr. jOnathan Spivey, a teacher in City Schools, supported David Simmons as an <br />independent thinker, concerned with all students. <br /> <br /> Ms. Holly Edwards, 917 6th Street, S.E., supported David Simmons, founder of the <br />local Black Nurses Association, for his ability to lead and follow through. Ms. Edwards said <br />that Mr. Simmons has a genuine concern for others and he will take the extra time to make a <br />difference. <br /> <br /> Ms. Richard Merriwether spoke on his own behalf, saying that he is retired and has time <br />to spend, values good education, is acquainted with budgets, and has been a substitute school <br />teacher in City Schools. <br /> <br /> <br />
