225 Mr. Cox suggested amending the appropriation for two-waying of Market Street to add funds for landscaping 6th Street, and made a motion to increase the total appropriation to $170,819. Ms. Richards seconded the motion to amend the appropriation, but said that since the additional funds will only provide for grassing of the area, she suggested that staffmake an effort to encourage the adjacent property owners to make additional improvements to the area. The appropriation for two-waying of Market Street was unanimously amended. Ms. Slaughter noted that correspondence had been received requesting that signs be installed at pedestrian crossings and that raised walks be added to improve pedestrian safety on Market Street when it is made two-way~ Mr. Clyde Gouldman, City Attorney, noted minor amendments that had been made to the refuse collection ordinance and they were agreed to by Council. APPROPRIATION: $41,097 - COPS Grant (2nd reading) BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the sum of $41,097.00, to be received from the Virginia Department of Criminal Justice Services, is hereby appropriated to expenditure account 11-270-041162 for the purpose of providing the local matching grant for the Universal Hiring Program grant received from the federal government for the hiring of five additional police officers. The local matching funds of $32,880 which have already been appropriated, shall be transferred from expenditure account 11-270-041160 to 05-270-041010 in the Police Department budget. c. APPROPRIATION: $170,819 - Two-Waying Street (2nd reading) BE IT RESOLVED by the Council of the City of Charlottesville, Virginla, that the sum of $170,719.00 is hereby appropriated from the contingency of the Capital Projects Fund to expenditure account 27-181-051107 to pay for the conversion of Market Street from a one-way to a two-way street. Such conversion may include, but not be limited to, installation and relocation of traffic signals, sidewalk and drainage work, relocation of the bus transfer point, and certain modifications to the entrance to and exit from the Market Street Parking Garage. d.
