Five primary recommendations were made by the Roundtable <br />involving developing a corridor plan; knowledge base; resource organization; community <br />design; and stewardship. <br /> <br /> Responding to a question from Ms. Daugherty, Mr. Pen3.~ said that more study is <br />needed to determine whether dangerous levels of fecal coliform exist in the river following <br />storms. <br /> <br /> Responding to questions from Mr. Cox, Mr. Perry said that impervious surfaces include <br />roads, roofs, parking lots and well grazed meadows, and in excess of 25% exist in <br />Charlottesville. <br /> <br /> Mr. Cox asked if Meadow Creek would be affected by building Meadowcreek <br />Parkway, but Mr. Perry said that the Roundtable did not take any position on the <br />Meadowcreek Parkway or other proposed development. <br /> <br /> Ms. Slaughter noted that an important design feature of the Meadowcreek Parkway is <br />stonnwater retention. <br /> <br /> Ms. Richards asked if the Roundtable will provide guidelines regarding design <br />practices, and lVlr. Perry replied that the Roundtable will develop strategies for <br />implementation of its recommendations. <br /> <br /> Responding to a question from Ms. Richards, Ms. Perry said there is the possibility of <br />an ongoing regional commission to continue to discuss the issue. <br /> <br /> Ms. Slaughter noted that the Director of the Planning District Commission is exploring <br />grants for continuation of the group. <br /> <br />REPORT: STATUS OF LEWIS AND CLARK COMMITTEE <br /> <br /> Mr. Satyendra Huja, Director of Strategic Planning, explained that the Lewis and Clark <br />Committee was appointed by the Mayor in January, of 1998 to explore the feasibility of <br />creating a Lewis and Clark Museum in Charlottesville. <br /> <br /> Mr. Fran Lawrence, a member of the Lewis and Clark Committee, explained that the <br />Committee is in the process of conducting research on mid-sized museums and developing a <br />plan. Mr. Lawrence said that the Committee will likely return to Council with a request for <br />funding. <br /> <br />Mr. Cox said he hopes that the County will be a panner with this type of initiative. <br /> <br />REPORT: HOUSING DEVELOPMENT RESEARCH <br /> <br /> Mr. Leon Churchill, Assistant City Manager, said that one of Council's priorities is to <br />enhance neighborhoods and increase middle income families and information is needed to <br />formulate a strategy and determine parameters to address this priority. A fundamental <br />question is what is the role of government. Mr. Churchill said that a group of staff and <br />Councilor Cox visited Norfolk to get ideas from their Redevelopment and Housing <br />Authority. <br /> <br /> Mr. Huja said that the Planning Commission is working on the issue, focus groups are <br />being formed, a charrette will be held, and a survey of realtors will be done to explore ideas. <br />Mr. Huja showed slides of the visit to Norfolk showing middle income housing <br />developments. <br /> <br /> Mr. Cox said he was amazed at the level of quality Norfolk was able to obtain, and <br />noted that they developed very proactive, very clear guidelines. Mr. Cox said he feels that <br />the public role was very critical to their success. Mr. Cox said he does not feel <br /> <br /> <br />
