229 <br /> <br />Charlottesville has the expertise or experience needed now, but it needs to start, and <br />suggested that representatives from Norfolk be invited to attend a work session. <br /> <br />Ms. Slaughter suggested that Council focus on this issue at its retreat. <br /> <br /> Ms. Richards said she would like more information on how the developments in <br />Norfolk were funded, how it was done, and what kind of board make-up their Housing <br />Authority has. <br /> <br /> Mr. Huja said that their Authority consisted of seven members, including a business <br />person, realtor, public housing resident, citizen and CEO. <br /> <br /> Ms. Richards expressed concern about where residents were displaced when the <br />developments were buik, and Mr. Huja said that many moved to subsidized housing. <br /> <br /> Mr. Cox said that the implementation body, or vel'fide for the developments, is <br />important and an issue for Council to address. Mr. Cox said that small infill projects could be <br />done in Charlottesville which would not require dislocation. <br /> <br />PUBLIC HEARING: SALE OF RIGHT OF WAY ON DALE AVENUE <br />ORDINANCE <br /> <br /> Mr. Gouldman explained that the adjacent property owner has asked to purchase a <br />small amount of City property to allow better use of the land, and a public hearing is required <br />by State law. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing was <br />closed. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Richards, the ordinance authorizing the <br />sale of City right-of-way on Dale Avenue was offered and carried over to the next meeting <br />for consideration. <br /> <br />PUBLIC HEARING: EXTENSION TO LAND PURCHASE AGREEMENT (25 ACRES <br />ORDINANCE NEAR PENN PARK LANE) <br /> <br /> Mr. Huja explained that Council has previously approved a purchase agreement for the <br />property located offPenn Park Lane for owner-occupied middle income homes. Mr. Huja <br />said that in light of the review process and complexity of the development, the purchasers <br />have requested that the purchase agreement be extended to January 5, 1999, with a closing <br />date of August 1, 1999. <br /> <br /> Mr. Cox asked if any discussions have been held with the County about upgrading Penn <br />Park Lane, and Mr. Huja said that the County is willing to cooperate in such an upgrade, but <br />not willing to make the improvements themselves. <br /> <br /> Mr. Cox said he feels that is something worth pursuing as it would open up the <br />opportunity for middle income housing in the County. Mr. Cox said that he remains <br />concerned about the single point access onto Rio Road, and asked if access could not be <br />provided through the Holmes Avenue area. <br /> <br />The public hearing was opened. <br /> <br /> Mr. Frank Stoner, 240 Chestnut Oak Lane, one of the developers of the project, <br />stressed the need for cooperative efforts on this type of venture. Mr. Stoner said that <br />improvement of Penn Park Lane would make sense ifMeadowcreek Parkwa~ !~ ~3~,and Rio <br />Road is returned to more of a residential character. Mr. Stoner said that there'ave problems <br />~ access through Holmes Avenue, including the cost, increased traffic through that <br />rrei~ghborhood, and th~fi~that~access to the site would be through a fairly low-income <br /> <br /> <br />
