Ayes: Mr. Caravati, Mr. Cox, Ms. <br />Daugherty, Ms. Richards, and Mr. TOscano. Noes: None. These terms will continue <br />while Ridge Street is targeted as the CDBG priority neighborhood, a period not to exceed <br />three years. <br /> <br /> The meeting was adjoUrned. <br />Preslden0 <br /> <br />COUNCIL CHAMBER - September 8, 1998 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano <br /> <br />PUBLIC <br /> <br /> Mr. Bill Weaver, 1114 Little High Street, expressed concern about drugs at 1111 <br />Little High Street. Mr. Weaver said the problem has escalated over the summer and that <br />there should be on-site management of the property and people should be removed from <br />the apartment complex if they violate the law. <br /> <br /> Ms. Kathy Icenhour, Crescent Halt, said that the bricks on the do~mtown mall <br />need to be repaired. <br /> <br /> Ms. Leah Puryear, 24t5 Kerry Lane, expressed disappointment that Council is <br />considering creating an interim board for the Housing Authority. <br /> <br /> Ms. Daugherty said that when the Housing Authority issue comes up on the <br />agenda she will allow someone to speak on behalf of those who would like to comment <br />on the proposal. <br /> <br /> Mr. Wilt Weaver, 1114 Little High Street, said that it is frightening to hear <br />screaming and gun fire coming from 1111 Little High Street. <br /> <br /> Mr. Wayne Hubbard, a former resident of Little High Street, said he supports the <br />concern expressed about 1111 Little High Street, noting that the owner of the property <br />takes no responsibility. <br /> <br /> Ms. Kay Peaslee, 307-A 2nd Street, N.W., asked whether Mr. Toscano supports <br />demolishing buildings on West Main Street and what his commitment is to historic <br />preservation, referring to comments reportedly made by Mr. Toscano that indicated his <br />support of the proposed Marriot Hotel, but that he did not think it would be a viable <br />business without demolishing the buildings. <br /> Mr. John Gaines, 214 9th Street, N.W., said that he thinks Mr. John Isom, <br />Superintendent of the Joint Security Complex, should address a quote attributed to him in <br />The Observer where he reported called an inmate a "colored guy." <br /> <br /> Mr. Caravati said that he lives across the street from 1111 Little High Street and <br />has observed the situation getting increasingly bad. Mr: Caravati said that 109 police <br />calls were made concerning the apartment complex in the past year. Mr. Caravati said <br />that it is clear when reviewing the facts that the landlord is unable to take responsibility <br />for the property. Mr: Caravati asked staff to consider this problem and renew their <br />interest in improving the neighborhood and ridding it of drugs. <br /> <br /> Mr. Toscano questioned whether the policy of sending letters to landlords <br />notifying them of suspected drug activity and threatening seizure of property if conditions <br />continue could be done again. <br /> <br /> <br />
