275 Mr. Dan Fielding with City Schools discussed the School's involvement with workforce development. Mr. Fielding said that a school to career approach to learning is being used, with goals developed to provide better education, better jobs, and role models. Mr. Fielding said that the schools are working collaboratively with area businesses to: restructure the career guidance program, integrate academic instruction and career preparation, provide better linkages with the community college, and provide professional development for teachers. Ms. Laurie Koehler, Director of the Charlottesville-Albemarle School Business Alliance, said that CASBA has been facilitating the connection between school and work and is developing a job fair. Ms. Koehler said there has been considerable communication with technOlogy businesses, schools, the Chamber of Commerce, and Piedmont Virginia Community College regarding developing a coordinated workforce development system. It was agreed that the issue of workforce development would be revisited in the spring by Com!ci! and the School Board. The meeting was adjourned. ereSideTtff~'~'-~ COUNCIL CHAMBER - September 21, 1998 Council met in regular session on this date with the following members present: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Mr. O'Connell introduced Mr. GalloWay Beck, the City's new Director of Human Resources. PUBLIC Ms. Karen Kaster, 937 Belmont Avenue, representing the Belmont Neighborhood Association, thanked Council and City staff for their support for the Belmont Bash and read a letter concerning the breakdown of the traffic calming process in Belmont. Ms. Kaster said that the neighborhood hopes to present a unified comprehensive traffic plan to Council and to be able to assure that all residents have had an opportunity to participate in the process. Ms. Priscilla Whiting, 404 10 1/2 Street, expressed Concern about unfair treatment of black residents in the community, Ms. Whiting referred to a situation regarding an African-American youth detained by the police, the statement attributed to Mr. John Isom, Jail Superintendent in The Observer referring to an inmate as "colored," to the Housing Authority composition discussion, to an increase in rent at carver Recreation Center, denial of use of a room there by children, and the requirement that two police officers be on hand at events at Carver as examples of unfair treatment. Ms. Daugherty said that Mr. Isom did not make the remark attributed to him in The Observer. CONSENT AGENDA On motion by Mr. Toscano, seconded by Mr. Caravati, the following consent agenda item was approved by the following vote.
