Department of Justice), is hereby appropriated to expenditure account 11-042- <br />041163~ Said funds shall be used to support the Weed and Seed Program, a <br />comprehensive approach to neighborhood revitalization through law enforcement, crime <br />prevention and community empowerment, as detailed in the program budget and the <br />bylaws adopted by Operation Weed and Seed. City Council hereby authorizes the <br />Assistant City Manager to hire an executive director for the Weed and Seed Program, <br />which position shall be funded from the grant award herein appropriated, <br /> <br />PUBLIC HEARING: COMMUNITY DEVELOPMENT BLOCK GRANT AND <br />HOME FUNDS - FY 99/00 <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> Responding to questions from Mr. Toscano and Mr. Caravati, Ms. Ann McGuire, <br />Grants Analyst in the Department of Community Development, said that administration <br />and planning expenses must not exceed 20% of the total grant, and is based on CDBG <br />funds, not HOME funds. <br /> <br /> Responding to a question from Ms. Richards, Ms. Claudette Grant, Grants <br />Analyst in the Department of Community Development, explained that the funds for <br />Ridge Street will not be used until July of 1999, at which time funding for Belmont will <br />end. <br /> <br />Mr. Cox said he would like to hear about the process for grant funding. <br /> <br /> Ms. Grant said that the RFP process for CDBG funds is being changed to make it <br />more user friendly. Ms. Grant said that any agency can apply for funds and will be <br />meeting with staff before turning in their proposals. <br /> <br /> Mr. Cox noted that Council has previously discussed how to get the most out of <br />CDBG funds, focusing the funds to see noticeable improvements. Mr. Cox said he would <br />encourage strategic, focused projects. <br /> <br /> Mr. Toscano said he thinks it is worth talking about criteria such as trying to <br />leverage neighborhood involvement and job creation, and he hopes that the CDBG Task <br />Force will look at the criteria and articulate why they are recommending certain projects. <br /> <br /> Mr. Toscano made a motion to approve the staffrecommendation of $200,000 for <br />the Ridge Street neighborhood, 15% for social programs, and the present level or no more <br />than 20% for administration and planning. Ms. Richards seconded the motion and it was <br />approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. <br />Richards, Mr. Toscano. <br /> <br />PUBLIC HEARING: <br />ORDINANCE: <br /> <br />COMPOSITION OF CHARLOTTESVILLE <br /> REDEVELOPMENT AND HOUSING AUTHORITY AND <br />LONG-TERM MIS SION <br /> <br />The public hearing was opened. <br /> <br /> Ms. Nila Saliba, 1605 Trailridge Road, spoke on behalf of Mr. Robert Tinsley, <br />805 Cynthianna Avenue, who expressed support for the temporary board and that he feels <br />Council is doing a good job al a difficult time. <br /> <br /> Mr. Anthony Mohammed, 804 Orangedale, a member of the Nation of Islam, <br />expressed concern about the interim board and said that public housing residents are <br />concerned about it. Mr. Mohammed said that public housing residents are predominantly <br />black and it is not fair to have a board that does not represent the people. <br /> <br /> Ms. Priscilla Whiting, 404 10 1/2 Street, representing the Charlottesville NAACP, <br />expressed concern with the proposed interim board and said that there should be a <br />minimum of two public housing residents and only one Councilor, and the public housing <br /> <br /> <br />
