286 <br /> <br />BURNLEY-MORAN ELEMENTARY SCHOOL - October 9, 1998 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms~ Daugherty, Ms. Richards. Absent: Mr. Toscano. <br /> <br /> Dr. William Symons, Superintendent of City Schools, said that the meeting will <br />focus on the Spanish Immersion Program being offered at Burnley-Moran. <br /> <br /> Dr. Sarah Armstrong, Principal of Burnley-Moran, said that the overall goal of the <br />Partial Immersion Spanish Foreign Language Program is "to develop students' <br />communicative and academic proficiency in Spanish and in English, and for students to <br />succeed academically in all subject areas at levels comparable to those they would have <br />reached if they had been schooled only in English. Another benefit of the program is that <br />students develop mukicultural awareness and a more global perspective." <br /> <br /> Dr. Symons noted that Dr. Armstrong is also working with Westhaven parents to <br />establish an after-school tutorial program. <br /> <br /> Responding to a question from Mr. Cox, Dr. Armstrong said that school staff are <br />exploring a process to evaluate the effectiveness of the Immersion Program. <br /> <br /> Ms. Richards said she is pleased to see the Immersion Program as she feels it is <br />the best way for children to learn. <br /> <br />Councilors and School Board members visited the Spanish Immersion classroom. <br /> <br /> On motion by Mr. Cox, seconded by Ms. Richards, Council voted to meet in <br />executive session for the purpose of considering the acquisition or use of real property for <br />public purpose, or the disposkion of publicly held property, as authorized by Section 2.1- <br />344(A)(3) of the Virginia Code, and more specifically described as property on Water <br />Street, by the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. <br />Richards. Noes: None. Absent: Mr. Toscano. <br /> <br /> Council reconvened in open session and, on motion by Ms. Richards, seconded by <br />Mr. Cox, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from, open meeting requirements by Virginia law were <br />diScussed in the executive meeting to which this certification resolution applies, and (ii) <br />Oiiiy such public business matters as were identified in the motion convening the <br />~eX~cUtive meeting were heard, discussed or consideredby the Council by the following <br />vo~. Absent: Mr. <br />Caravati (for the vote), Mr. Toscano. <br /> <br />The ~eting was adjourned. <br /> <br />COUNCIL CHAMBER- October 19, 1998 <br /> <br />RECOGNITIONS/AWARDS <br /> <br /> Ms. Daugherty announced that eight Charlottesville High School students have <br />been recognized as merit scholarship finalists and three as merit scholarship semi- <br />finalists. <br /> <br /> Ms. Daugherty announced that the City was presented with a Virginia Municipal <br />League achievement award at the recent 'CML conference for its neighborhood <br />enhancement efforts. <br /> <br /> Mr. Frank Griffit)~s was presented with a proclamation proclaiming "Make a <br />Difference Day." ~!~ths said that over 1,000 people will participate in the <br />volunteer efforts~ ~.~' ~.~ <br /> <br /> <br />
