287 <br /> <br />PUBLIC <br /> <br /> Mr. Lloyd Smith, 620 Park Street, presented Council with articles concerning <br />undergrounding of utilities, and asked that they consider deferring the resolution <br />regarding undergrounding of utilities until the matter can be studied further: Mr. Smith <br />said that Council needs to better understand its legal rights and needs to get a true cost <br />comparison of undergrounding. <br /> <br /> Ms. Nancy Hurrelbrinck, 1020 St. Claire Avenue, said that she thinks the architect <br />hired to present alternatives for Mclntire Park should also look at the option of the park <br />without the Meadowcreek Parkway. <br /> <br /> Mr. Greg Jackson, 613 Belmont Avenue, a member of STAMP, said that he was <br />concerned that a no build option (for Meadowcreek Parkway) was not included in the <br />master plan design for Mclntire Park. <br /> <br /> Ms. Nina Barnes, 12 Gitdersleeve Wood, President of the Jefferson Park Avenue <br />Neighborhood Association, thanked Ms. Richards for her efforts to promote <br />undergrounding on Jefferson Park Avenue, and requested that Council put Jefferson Park <br />Avenue at the top of their list ofundergrounding projects. <br /> <br /> Mr. Ted jones, 201 Hillcrest Road, said that t-ds house overlooks Mclntire tennis <br />courts, and he is concerned that the no build option was not included for the Mclntire <br />Park master plan. Mr. Jones said that he thinks that the implications of building the <br />Meadowcreek Parkway have not been fully explored. Mr. Jones urged Council to take a <br />creative approach to transportation. <br /> <br />CONSENT AGENDA <br /> <br /> Ms. Richards asked that the resolution approving the undergrounding of utilities <br />study be removed from the consent agenda.. <br /> <br /> Ms. Richards noted that the Child Medical Security Insurance Plan, which utilizes <br />federal funds, will serve 600 to 800 families in Charlottesville. <br /> <br /> Mr. Caravati asked that the ordinance amending the dog license fees be removed <br />from the consent agenda. Mr. Caravati said that he has misgivings about voting for the <br />proposal as he thinks the differential in fees encourages neutering of animals. <br /> <br /> Mr. Toscano asked what the rationale was for recommending only $5,000 for the <br />Film Festival out of the festival funds. Mr. O'Connell noted that only $10,000 remained <br />in the festival funds to be allocated, and other requests for funding were received. Mr. <br />O'Connell said that a process for allocating the funds needs to be set up for next year. <br /> <br />Minutes of September 8, 1t, 21 and October 3 <br /> <br />b. APPROPRIATION: $1,320 - Sobriety Checkpoint Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />the sum of $1,320.00, to be received as a grant from the Department of Motor Vehicles, <br />is hereby appropriated to expenditure account 1 t-270-041164 in the Grants Fund for the <br />purpose of purchasing two (2) passive alcohol sensors to support the Sobriety Checkpoint <br />program administered by the Charlottesville Police Department. This appropriation is <br />conditioned upon receipt of $ t,320.00 from the Department of Motor Vehicles (Grant <br />#J798-53-54853(10). <br /> <br />c.
