COUNCIL CHAMBER - November 2, 1998 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br />RECOGNITIONS/AWARDS <br /> <br /> Rev. Mark Beliles announced the 5th annual Governor Jefferson's Thanksgiving <br />Festival to be held on November 13, 14, and 15. <br /> <br /> Ms. Mary Pat Kloenne, representing the Tourism Council, announced the <br />Charlottesville Tradition scheduled for December 4, 5, and 6 in the downtown area, to <br />include the grand illumination of lights along the downtown mall, the Santa House, <br />Tradition on Ice and many other events. <br /> <br /> Ms. Daugherty announced that the Department of Recreation and Leisure <br />Services has been presented the Best New Program award by the Virginia Recreation and <br />park Society for its Community Unity Quilt Program The award recognizes innovation <br />and creativity in programming, effectiveness in address community needs, efficiency in <br />the use of resources, and overall excellence. <br /> <br />PUBLIC <br /> <br /> Mr. Brent Nelson, 214 South Street, referring to the Meadowcreek Parkway, said <br />that it is not a good idea to throw good money after bad and the Parkway will degrade the <br />park and will bring a large volume of traffic to City neighborhoods. Mr. Nelson asked <br />what happens ifVDOT refuses to fund a redesigned road and how would payback of <br />Charlottesville funds happen (would it be required in one fiscal year). Mr. Nelson said <br />that it is his understanding that the money would be credited for other City projects. Mr. <br />Nelson suggested that Council address these issues at a transportation work session. <br /> <br /> Ms. Mary MacNeil, 710 Ridge Street, said that there is a fundamental conflict in <br />Phase II of the Meadowcreek Parkway, with the road being designated as a primary road <br />and the banning of trucks and low speed. Ms. MacNeil said that she understands that all <br />phases of the road would have to be designated as primary roads. Ms. MacNeit said that <br />Council needs to address these questions at a work session and state their position on the <br />primary road status issue. <br /> <br /> Mr. Richard Collins, 108 Wilson Court, a member of STA2VlP and Rivanna Trails <br />Foundation, said that he feels Mclntire park should be primarily a park, that Council <br />wants a Park and a road, and VDOT wants a road and no park. Mr. Collins said he thinks <br />it is short-sited not to consider a no-build option. Mr. Collins said that he thinks it is <br />impossible that VDOT's position on repayment would be upheld by the Transportation <br />Board. <br /> <br /> Mr. Paul Grady, a resident of Crozet, suggested that the City lower 7th Street so <br />that it will not have to be closed for Fridays After Five, and that a large building be built <br />across from City Hall to house a Lewis and Clark Museum. <br /> <br />PRESENTATION: COMPUTERS 4 KIDS <br /> <br /> Ms. Richards, founding member of Computers 4 Kids, said that the program is <br />based on the concept of equality opportunity of access to computers for all children. <br /> <br /> Mr. At Samuels, volunteer director of Computers 4 Kids, said that students with <br />computers at home are more likely to learn. The program accepts tax-deductible <br />donations from businesses and individuals of computers that are refurbished by <br />volunteers and given to students. The students attend classes prior to receiving the <br />computers. Mr. Samuels said that volunteers and donations of computers are needed. <br /> <br /> <br />
