7 <br /> <br /> Mr. Cox expressed concern about graffiti throughout the City, especially on the <br />side streets of the downtown mall, and said he feels the City should encourage private <br />property owners to remove it when it occurs. <br /> <br /> Ms. Daugherty announced that the Neighborhood Leadership Institute will be <br />held on NoVember 7th and 14 people have registered to participate. <br /> <br />EXECUTIVE SESSION <br /> <br /> On motion by Mr. Cox, seconded by Mr. Caravati, Council voted to meet in <br />executive session for the purpose of considering the acquisition or use of real property for <br />public purpose, or the disposition of publicly held property, as authorized by Section 2.1- <br />344(A)(3) of the Virginia Code, and more specifically described as (1) the Union Station <br />project; and (2) property on Elliott Avenue, and for the purpose of consultation with legal <br />counsel and briefings by staff members, consultants or attorneys on three matters <br />pertaining to actual or probable litigation, or other specific legal matters requiring the <br />provision of legal advice by counsel, as authorized by Section 2.1-344(A)(7) of the <br />Virginia Code by the following vote. Ayes: ]?,Ar. Caravati, Mr. Cox, Ms. Daugherty, Ms. <br />Richards, Mr. Toscano. Noes: None. <br /> <br /> Council reconvened in open session and, on motion by Ms. Richards, seconded by <br />Ms. Daugherty, certified that, to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting requirements by Virginia law <br />were discussed in the executive meeting to which this certification resolution applies, and <br />(ii) only such public business matters as were identified in the motion convening the <br />executive meeting were heard, discussed or considered by the Council by the following <br />vote. Noes: <br />None. <br /> <br />RESOLUTION: APPROVING WORKERS COMPENSATION CLAIM <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, Council voted to approve <br />a Worker's Compensation Claim by the following vote. Ayes: Mr. Caravati, Mr. Cox, <br />Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br />BE IT RESOLVED by the Council of the City of Charlottesville, Virginia: <br /> <br /> It appearing to be in the best interests of the City, and it being at the request of <br />our employee, who is represented by counsel, we hereby approve a lump sum <br />settlement of a workers' compensation claim in the amount of $50,000.00, all as agreed <br />between staff and the employee (whose name is not stated here for reasons of <br />confidentiality). The Director of Finance is hereby authorized to make payment from <br />the Risk Management Fund in accordance with the settlement terms. <br /> <br /> The approval hereby given for the entire settlement is conditioned upon formal <br />approval of the settlement by the Industrial Commission of the State of Virginia. <br /> <br /> Councilors discussed whether to pursue the proposal to provide funding for <br />Piedmont Housing Alliance to purchase, demolish and redevelop property on Hinton <br />Avenue. <br /> <br /> Mr. Cox said he does not think the proposal fits in with the City's middle income <br />housing strategy. <br /> <br /> Ms. Richards said she thinks the proposal would help stabilize the neighborhood, <br />but added that she agrees with Mr: Cox about the housing strategy. <br /> <br /> Mr. Caravati said that the proposal would convert rental property to owner <br />occupied, adding that he was impressed with Piedmont Housing Alliance's work in Starr <br />Hill. <br /> <br /> <br />
