6 <br /> <br /> Mr. O'Connell said that Albemarle County officials are getting an indication from <br />the Department of Transportation that funding for the County's portion of Meadowcreek <br />Parkway may not require primary road designation. <br /> <br /> Mr. Vanaman said that plans for Phase I of Meadowcreek Parkway call for <br />prohibiting trucks. <br /> <br /> Mr. Cox said that the City needs to make sure that VDOT understands the City's <br />position and needs to understand that they are building a road through a park. Mr. Cox <br />asked that staff get clarification about the mechanics of a payback should the City vote to <br />terminate the project. <br /> <br /> Mr. Gouldman said that he is trying to get in writing what VDOT has done in <br />those localities where projects have been stopped. <br /> <br /> Ms. Richards asked that minutes and resolutions showing action taken by Council <br />regarding banning of trucks On the Parkway be provided to Councilors. <br /> <br /> Mr. Toscano said that at a meeting of a design committee working with the <br />landscape architect on the design of the Parkway and Park, a number of people expressed <br />concern with the detention pond proposed by VDOT and that VDOT is not being very <br />response to the City's concerns about sensitivity to the park. Mr. Toscano said that the <br />Committee requested that VDOT provide some data they are using to help with <br />developing alternatives. <br /> <br /> Mr. Cox said that a clear message needs to be sent to YT)OT about Council's <br />priorities. Mr. Cox said he would also favor inviting Will Reilly to make a presentation <br />when Council discusses the no-build option. <br /> <br /> The meeting scheduled for the next few months was discussed and the following <br />was agreed upon. November 16th will be a work session on utilities and the City's <br />Housing Strategy in lieu of the regular meeting; December 7th will be a regular meeting; <br />the December 21st meeting will be cancelled; January 4th will be a regular meeting; and <br />January 19th will be a work session on transportation. <br /> <br /> Referring to concerns expressed by citizens at a previous Council meeting, Mr. <br />O'Connell said that staff think they are having success working with the landlord of an <br />apartment complex on Little High Street. Staff continue to explore the effectiveness of <br />sending warning letters to landlords where there are chronic complaints, which could <br />ultimately threaten forfeiture. <br /> <br /> Mr. O'Connell said that staff is working with the Federation of Neighborhood <br />Associations regarding the traffic calming process, and will be using a ballot system for a <br />three-month trial basis. In addition, staff is working with Jefferson Park Avenue and <br />Lewis Mountain Neighborhood Associations regarding permit parking. <br /> <br /> Councilors again discussed the request to discuss why a no-build option for <br />Meadowcreek Parkway was not included in the landscape architect's charge. <br /> <br /> Ms. Richards said she feels it is premature to have Mr. Reilly make a presentation <br />to Council since he has only begun his work. <br /> <br /> Mr. Toscano said that if Council decides that it does not want to build the road <br />then Council should have the landscape architect include a no-build option. <br /> <br /> Mr. Cox said that in order to establish a bottom line, the park's potential needs to <br />be sho~vn and he thinks Mr. Reilly is necessary as part of that discussion. <br /> <br /> Ms~ Daugherty said she is not prepared to change Mr. Reilly's mandate and she <br />thinks Council should have the discussion at a transportation work session, not at a <br />politically charged meeting. <br /> <br /> <br />
