12 <br /> <br />CONSENT AGENDA <br /> <br /> The appropriation authorizing $172,500 for Hinton Avenue revitalization and the <br />resolution authorizing reallocation of HOME Funds to AHIP were removed from the <br />consent agenda. <br /> <br /> Ms. Richards expressed concern that implementing permit parking on King Street <br />will result in overflow parking on adjacent streets and she thinks there needs to be a <br />change in how the City implements permit parking. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, the following consent <br />agenda items were approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. <br />Daugherty, Ms. Richards, Mr. Toscano. Noes: None, with Mr. Cox recusing himself <br />from voting on the ordinance approving purchase of property on South First Street. <br /> <br />a. APPROPRIATION: $10,500 - Drug Court Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />the sum of $10,500.00, to be received as a grant from the Virginia Department of <br />Corrections, is hereby appropriated to expenditure account 11-230-032045 in the Grants <br />Fund to fund the part-time position of Drug Court Administrator in the Office of the <br />Commonwealth's Attorney during Fiscal Year 1998-1999. This appropriation is <br />conditioned upon receipt of $10,500.00 in funds from the Virginia Department of <br />Corrections. <br /> <br />b. APPROPRIATION: <br /> <br />$31,500 - Juvenile Justice Project Grant <br />(carried over) <br /> <br />c. APPROPRIATION: Year-End Adjustments (carded over) <br /> <br />RESOLUTION: <br /> <br />Approving Permit Parking on King Street <br /> <br />WHEREAS, residents of King Street between Spring Street and Paton Street have <br />requested that City Council designate that street as a restricted parking block; and <br /> <br /> WHEREAS, in accordance with the permit parking regulations, the City <br />Traffic Engineer has conducted on street parking surveys and mailed notice to all <br />residents of the affected area that Council will consider designating such area as a <br />restricted parking block; and <br /> <br /> WHEREAS, the surveys have shown that at least 75 % of the total number of <br />on street parking spaces in the proposed restricted parking block were occupied, and at <br />least 50 % of the total number of on street parking spaces in that block were occupied <br />by commuter vehicles; and <br /> <br />WHEREAS, Council has considered: <br /> <br />(a) <br /> <br />the purpose and intent of the permit parking ordinance and <br />regulations; <br /> <br />(b)~ the .alternate means of transportation, if any, to and from <br /> the restricted parking blocks, being established; <br /> <br />(c) the adverse impact that restricting parking in such blocks <br /> might have on nearby neighborhoods that do not have <br /> .. permit.parking; and <br /> <br />(d) the adverse impact that such restrictions may have on the <br /> non-residents of the proposed restricted parking block and <br /> <br /> <br />
