Mr. Kaster asked that the matter be deferred until the Association can meet with Piedmont Housing Alliance (PHA), but she noted that she does not want such a deferral to result in PHA losing its option on the property. Mr. Stu Armstrong, Director of Piedmont Housing Alliance, said that the properties in question are in the pathway of the transition from the downtown mall to downtown Belmont. Mr. Armstrong said he had been given information that the Belmont neighborhood was in favor of the proposal. Mr. Armstrong said that he will ask the owners of the property to extend the option so that more of a public process can be put in place. Mr. Armstrong said that if the neighborhood is not in favor of the project then PHA will not go forward with it. Mr. Armstrong said that he also wants to go into the neighborhood with low interest loans for rehabilitation. It was agreed that Council would have a first reading of the appropriation in case the owners do not agree to extend the option. On motion by Mr. Toscano, seconded by Mr. Caravati, the appropriation authorizing $172,500 for Hinton Avenue revitalization was offered and carried over to the next meeting for consideration.
