14 <br /> <br /> Ms. Richards said that it could be that these funds would be better used for <br />renovations in Belmont Park. <br /> <br />Mr. Cox said he is also looking at the best way to uSe the funds. <br /> <br />RESOLUTION: AUTHORIZING REALLOCATION OF HOME FUNDS TO AH1P <br /> <br /> Ms. Teresa Tapscott, AHIP Director, said the HOME funds will be used to <br />renovate properties to be used for rent to own situations. <br /> <br /> Mr. Cox asked what assurances there will be that the homes will turn into home <br />ownership, and Ms. Tapscott said incentives will be provided through downpa3Tnent <br />assistance, and said that while tenants will be strongly encouraged to buy, they cannot be <br />required to do so. <br /> <br /> Mr. Toscano said he would tike to have a sense from staff about AHIP's role and <br />about how it can be assured that they continue to operate in the City. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, the resolution authorizing <br />reallocation of HOME funds to AHIP, with language changes made by Mr. Gouldman, <br />was approved by the following vote. Ayes: Mr. Caravati, Mr~ Cox, Ms. Daugherty, Ms. <br />Richards, Mr. Toscano. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia <br />that a loan in the amotmt of approximately $162,750 of the City's HOME funds is <br />hereby approved for the Albemarle Housing Improvement Program ("AHIP"). <br />this loan approval is subject to the following conditions: <br /> <br />(1) <br /> <br />The loan proceeds will be used by AHIP for the purchase of four <br />properties located in the City at 304 7~ Street, S.W.; 312 7th Street, <br />S.W.; 322 6½ Street, S.W.; and 219 5th Street, S.W.; <br /> <br />(2) <br /> <br />AHIP will repay the loan proceeds to the Thomas Jefferson Home <br />Consortium at the Thomas Jefferson Planning District Commission <br />to be managed under the program income plan upon their receipt of <br />f'mancing from the Virginia Housing Development Authority or <br />other lender, or after eight months from the date of closing, <br />whichever first occurs; and <br /> <br />(3) <br /> <br />AHIP will execute all documents necessary to secure the above- <br />described loan in a form approved by the City Attorney. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Toscano said that the Design Resources Center has requested that the Mayor <br />send a letter supporting their grant application, which requires a $40,000 match, for <br />sUstainable community design. <br /> <br />Ms. Daugherty said she will write the letter. <br /> <br /> Mr. Cox expressed concern that the work session format does not provide an <br />opportunity for public comment. Mr. Cox also expressed concern that the work session <br />to discuss the Board of Architectural Review process will not be held until February. <br /> <br /> Mr. Caravati suggested that Council consider holding the transportation work <br />session in Council Chamber. <br /> <br /> The meeting was adjourned. <br />Pr,esid~ht <br /> <br /> <br />
