35 <br /> <br /> Mr. O'Connell explained that the budget will be presented to Council on March <br />1st, public hearings will be scheduled for March 15 and April 6, and final adoption will be <br />in mid-April. Mr. O'Connell said that information on the City's financial situation has <br />been given to Council and noted that the economy is very healthy. Mr. O'Connell said <br />that surplus funds will be available for one-time use. Mr. O'Connell said that a 5% <br />revenue increase is anticipated (assuming HB 599 funds are approved) and $3.7 million <br />in new money is expected. Mr. O'Connell said that staff are looking at ways to publicize <br />the budget process. <br /> <br /> Mr. Toscano said he feels the upcoming budget process will be a good <br />opportunity to educate the public on how well the city is doing. Mr. Toscano said that <br />the question that will be before Council is what to do with the surplus, adding that even <br />though the City is doing well now, you cannot predict the future, and Council still needs <br />to be prudent. Mr. Toscano said Council may want to return a portion of the surplus to <br />taxpayers, and there are also ideas for investing in economic development, City <br />employees, and public infrastructure. Mr. Toscano suggested that Council keep to the <br />discipline of not funding any new programs unless a funding source is identified. Mr. <br />Toscano said he would like to hear ideas from the public about the surplus. <br /> <br /> Ms. Daugherty said she would like to have a call-in as well as a public hearing <br />during the budget process. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Toscano removed the resolution approving the TEA 21 grant application for <br />the Airport from the Consent Agenda. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Toscano, the following Consent <br />Agenda items were approved by the following vote: Ayes: Mr. Caravati, Ms. Daugherty, <br />Ms. Richards, Mr. Toscano. Noes: None. Absent: Mr. Cox. <br /> <br />a. Minutes of December 7 <br /> <br />b. APPROPRIATION: <br /> <br />$31,335 - Fire Department Grant for Defibrillators <br />(2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, <br />that the sum of $15,667.00, awarded as a grant under the Rescue Squad Assistance <br />Fund program to the Charlottesville Fire Department from the Virginia <br />Department of Health, Office of Emergency Medical Services, is hereby <br />appropriated to account 11-260-042106 in the Grants Fund, for the purchase of <br />three (3) defibrillators to aid in emergency medical services provided by fire <br />department staff. An additional $15,667.00 is hereby appropriated as the City's <br />match from the unappropriated balance of the General Fund to account code <br />11-260-042106, for a total appropriation of $31,335.00. Approval of this <br />appropriation is conditioned upon receipt of $15,667.00 from the State Office of <br />Emergency Medical Services. <br /> <br />c. RESOLUTION: <br /> <br />Designating $5,000 for Historic Markers <br /> <br /> WHEREAS, the Historic Resources Task Force presented its Phase I <br />report to City Council on December 7, 1998, and requested funding for historic <br />markers and historic exhibits at certain locations in the City; and <br /> <br /> WHEREAS, the funds requested have already been appropriated in the <br />budget for historic preservation; now, therefore, <br /> <br /> <br />
