37 <br /> <br />Airport Authority and Albemarle County for TEA-21 Enhancement funds for this project; <br />and <br /> <br /> BE IT FURTHER RESOLVED that approval of this resolution is conditioned <br />upon a resolution by the Albemarle County Board of Supervisors wherein Albemarle <br />County agrees to pay the twenty percent (20%) local match of funds towards the total <br />cost for planning, design, right of way, and construction of this project, and to reimburse <br />the Virginia Department of Transportation for costs expended by it should the Airport <br />Authority and the County of Albemarle subsequently elect to cancel this project. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Caravati asked when the work session on the BAR and development process <br />will be held, and Mr. O'Connell said that it is tentatively scheduled for February 16th. <br /> <br /> Ms. Richards said she would be interested in learning about the process used in <br />cities that have well established procedures, such as New Orleans, Savannah and <br />Charleston, to help make the procedures more replicable. <br /> <br /> Mr. Caravati said that Mr. Eldon Wood, a long-time members of the Alexandria <br />board of architectUral review, would be a good resource. Mr. Caravati said he continues <br />to hear concerns about the predictability of the process being the issue. <br /> <br /> Ms. Richards recommended that the Chairs of the BAR and Planning Commission <br />be invited to the work sesSion. <br /> <br /> Ms. Richards'said that citizens had attended the meeting and wanted to speak on <br />the hate crime legislatiOn, but were not able to speak. Ms. Richards said she understands <br />the rationale for not having a public hearing on each issue, but she feels it is quirky to <br />allow public comment on any item not on the agenda and not those on the agenda. Ms. <br />Richards suggested that the initial public comment period be changed to allow public <br />comment, up until 8:00 p.m., on items on the agenda for which there has not been a <br />public hearing. <br /> <br /> Ms. Daugherty said she thinks there is a consensus that Council would like to <br />allow public comment for those items that have no scheduled hearing and if it gets out of <br />control, Council can change it. Ms. Daugherty noted that the time limit on the public <br />comment period will remain at up until 8:00 p.m. <br /> <br /> Mr. Gouldman said that it needs to be made clear that if a public hearing has been <br />held on a zoning matter then additional public comment will not be allowed. <br /> <br /> Mr. Caravati expressed some concern that big issues will dominate the public <br />comment period and people with other issues will not be able to speak on their issues. <br /> <br /> Ms. Daugherty encouraged citizens to speak to Councilors before the meetings, <br />and stressed that it is important to have a format for business before Council. <br /> <br /> Ms. Richards said that if public comment is anticipated, a public hearing could be <br />scheduled. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Caravati, Council voted <br />(Ayes: Mr. Caravati, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None. <br />Absent: Mr. Cox) to meet in executive session for the purpose of appointing members to <br />boards or agencies as authorized by Section 2.1-344(A)(1) of the Virginia Code; for the <br />purpose of considering the acquisition or use of real property for public purpose, or the <br />disposition of publicly held property, as authorized by Section 2.1-344(A)(3) of the <br />Virginia Code, and more specifically described as (1) property in the Court Square area <br /> <br /> <br />
