40 <br /> <br />Ms. Daugherty agreed that any work VDOT may be doing should be stopped. <br /> <br /> Ms. Richards said she views the CATS as a work in process, and sited the <br />uncertainly about Meadowcreek Parkway Phase II funding, the eastern planning <br />initiative, and the 29 Bypass. Ms_ Richards said that many aspects depend on other issues <br />and other data, and she is not sure that she is persuaded that changing the plan for the <br />Meadowcreek Parkway makes that much difference in the CATS Plan. <br /> <br /> Mr. Caravati concurred with the request to stop VDOT from doing further work <br />on the Parkway, and added that he would like a description of the line item cost from <br />VDOT of the work they have already done on the Meadowcreek Parkway~ <br /> <br /> It was noted that VDOT had originally intended to hold a design public hearing <br />on the Meadowcreek Parkway in May, but may move that hearing to the fall. <br /> <br /> Responding to a question from Mr. Cox, Mr. Reiley said that he assumes his work <br />will be given to VDOT's consultants as a suggestion. <br /> <br /> It was recommended that Mr. Reiley's report be presented to Council at a work <br />session in April. <br /> <br /> Mr. Toscano said he thinks the project needs to be brought to a close and would <br />not want Mr. Reiley's report to hold up VDOT. <br /> <br /> Mr. O'Connell suggested that staff explore what VDOT needs to do after Mr. <br />Reiley receives his report in order to get ready for a public hearing, presumably in the <br />fall. <br /> <br /> Ms. Richards said she would like to see examples, models, and photographs of the <br />proposed pond to help her visualize the impact. <br /> <br /> It was agreed that staffwould find out what, if anything, VDOT is working on <br />now regarding the Parkway, and the implications of having them stop any work, so that <br />Council can decide on the impact of such a decision. <br /> <br />Meadowcreek Parkway Phase II <br /> <br /> Ms. Daugherty said she would tike to talk with the County about making Phase II <br />of the Meadowcreek Parkway a two-lane road~ <br /> <br /> Mr. Cox asked for information on the impact on funding of a decision by the <br />County to reduce Phase II to two-lanes. <br /> <br /> Mr. Dave Benish, Albemarle County Planning staff, said he does not know about <br />the impact of such a decision on funding, and noted that the portion of the road in the <br />County is a VDOT road, so the County can only try to have an impact on VDOT's <br />decision. Mr. Benish said that VDOT's issue will likely be with the capacity of the road. <br /> <br /> Responding to a question from Mr. Cox, Mr. Benish said that the County has not <br />explored the impact of their portion of Phase I being two lanes, noting that the design has <br />always had more lanes. Mr. Benish said that Mr. Reiley's work will need to be evaluated <br />when it is presented. Mr. Benish said that the County is concerned about Rio Road being <br />unsafe and is mainly interested in having an alternative to it. Mr. Benish added that buses <br />are not able to fit on Rio Road. Mr. Benish said he thinks that ifMeadowcreek Parkway <br />is built with only two lanes, land should be preserved for four lanes in the future. <br /> <br />North Grounds Connector <br /> <br /> Ms. Daugherty asked if Council agrees with the idea of supporting an <br />appropriately designed North Grounds connector road. <br /> <br />Ms. Richards said she supports the idea. <br /> <br /> <br />
