41 <br /> <br /> Mr. Caravati said that if Route 29 Bypass is not built, a North Grounds connector <br />could have an impact on the 250 Bypass. <br /> <br /> Mr. Cox asked if a two-lane road is being explored as an alternative to the four- <br />lane divided proposed by YT)OT for that road. <br /> <br /> Mr. Caravati said that Council may want to consider having resolutions for other <br />portions of that network (including the Route 29 Bypass). <br /> <br /> It was the consensus of Council to support a resolution "supporting an <br />appropriately designed North Grounds Connector." <br /> <br />Current MPO TIPS Resolution <br /> <br /> Ms. Richards said that she personally has environmental concerns regarding the <br />Route 29 Bypass, especially regarding water quality, and she feels the environmental <br />impacts need to be minimized before moving forward. <br /> <br /> Mr. Cox said that the Route 29 interchanges have resurfaced in the MPO as viable <br />as it looks to study maximizing the efficiency of Route 29 North, and he asked if Council <br />would like this to be studied, lVlr. Cox said he thinks VDOT's previous design of the <br />interchanges was horrific. <br /> <br /> Mr. Caravati asked if the Three Party Agreement is considered an historical or <br />living document. Mr. Caravati said he thinks the Three Party Agreement needs to be <br />revisited. Mr. Caravati said he supports looking at upgrading the efficiency of Route 29 <br />North in more ways than just studying the interchanges. <br /> <br /> Mr. Toscano said the issue is whether Council wants to instruct its MPO members <br />to eliminate certain language in the TIPS regarding the Route 29 Bypass. Mr. Toscano <br />stressed that the City had major economic issues with the proposed interchanges, and that <br />was why they were not approved. <br /> <br /> Mr. Toscano had to leave the meeting. <br /> <br /> Mr. Cox said he favors setting in motion studying tight urban intersections, but he <br /> does not want to open the City up for bad design issues on the part of VDOT. <br /> <br /> Ms. Richards said that ultimately VDOT will have to do their own design work on <br /> any interchanges. <br /> <br /> Mr. Cox said he is suggesting that the City and County fund a consultant to show <br /> the feasibility of improving the intersections and request that VDOT reimburse them for <br /> the design work. <br /> <br /> Mr. O'Connell said that if the interchanges are reconsidered, then the economic <br /> issues need to be included as a condition of approving them. <br /> <br /> Mr. Caravati said he thinks that all three interchanges (Hydraulic, Greenbrier, Rio <br /> Road) need to be studied, not just Hydraulic. <br /> <br /> Ms. Daugherty suggested that the next Mayor's Neighborhood Conference focus <br /> on the area's proposed transportation network to allow residents to have their say. Ms. <br /> Daugherty also suggested that the Planning District Commission sponsor a regional <br /> transportation summit. <br /> <br /> Mr. Cox said he would like to tie land use to those discussions and would also <br /> favor discussing traffic reduction. <br /> <br /> <br />
