47 <br /> <br /> Mr. Maurice Cox asked if Social Service Departments will continue to be the <br />main leader of the employment initiatives, and Mr. Robert Cox said he does not think that <br />question has been answered yet and will need to be addressed, though child care will <br />continue to be provided. <br /> <br /> Mr. O'Connell said that welfare reform has been a massive staff effort for the <br />Department of Social Services and he thanked the staff for their efforts. <br /> <br />CONSENT AGENDA <br /> <br /> Ms. Daugherty asked that the resolution approving state aid for West Main Street <br />be taken off the consent agenda, Mr. Caravati asked that the appropriation for <br />Washington Park be removed, and Mr. Cox asked that approval of the minutes of January <br />4th be removed. <br /> <br /> Responding to questions from Ms. Richards about the domestic violence <br />coordinator, Mr. Claude Worrell, Assistant Commonwealth's Attorney, said that this is <br />the third year that the position has been in existence and the second year that it has been <br />full time. Mr. Worrell said that the effectiveness of the program is difficult to determine <br />as they lose track of clients over time. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, the following consent <br />agenda items were approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. <br />Daugherty, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br />a. Minutes of January t9 <br /> <br />b. APPROPRIATION: <br /> <br />$39,039 - Domestic Violence Coordinator Grant <br />(carded over) <br /> <br />c. APPROPRIATION: <br /> <br />$1,122 -Domestic Violence Program Training <br />Grant (carried over) <br /> <br />d. APPROPRIATION: <br /> <br />$10,000 - Traffic Safety Grant (pedestrian/bike <br />safety) (carried over) <br /> <br />e. APPROPRIATION: <br /> <br />$1,500 - Traffic Safety Grant (radar unit) <br />(carded over) <br /> <br />f. RESOLUTION: <br /> <br />Waiving Fees for Dogwood Festival <br /> <br /> WHEREAS, the 50th annual Dogwood Festival will take place from April 13- <br />25, 1999; and <br /> <br /> WHEREAS, it has been requested that Council waive certain license tax and <br />other requirements applicable to the Dogwood Festival, for the duration of the Festival; <br />and <br /> <br /> WHEREAS, City Council is willing to support this request to the extent set <br />forth below; now, therefore, <br /> <br /> BE IT RESOLVED that the following fees and requirements are waived for the <br />Dogwood Festival: <br /> <br />The carnival business license tax imposed by City Code §14-23(2) <br />($550/day); <br /> <br />2. The tent erection fee imposed by City Code §5-57 ($10); <br /> <br />3. The zoning inspection. <br /> <br /> <br />
