76 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, March 8, <br />1999 AT 7:00 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Budget work session <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - March 8, 1999 <br /> <br /> Council met in special session on this date with the following members present: <br />lVlr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br /> Ms. Daugherty reviewed proposed agendas for the budget work sessions. The <br />meeting tonight will be an information session, covering all of the budget document. The <br />March 18th meeting will focus on agencY requests, the Technology Plan, and the capital <br />improvement budget. The March 31~t meeting will focus on the one-time surplus, a tax <br />rebate versus funding for projects such as sidewalks, and the strategic investment fund. <br />April 8~ will be used to tie up loose ends if needed~ <br /> <br /> Ms. Richards said she would like to have time to discuss salary scales for lower <br />paid employees in order to bring all up City employees up to a living wage. <br /> <br />Mr. Caravati said he would like to discuss a possible tax cut on March 31Et. <br /> <br /> Responding to a question from Ms. Daugherty, Mr. O'Connell said that the intent <br />of the additional personnel in Police and the Treasurer's office is to have more people on <br />the street to write tickets and to help process those tickets. <br /> <br /> Councilors suggested that staff change the way pay for performance is shown in <br />the budget so it does not show a 4,000% increase. <br /> <br /> Ms. Richards asked that Council be provided a breakdown of usage at both <br />Mclntire and Meadowcreek Golf Courses by City, County and the region. <br /> <br /> Mr. O'Connell said that usage data from Meadowcreek Golf Course is available, <br />but not at Mclntire. <br /> <br /> Ms. Linda Peacock, Assistant City Manager, said that half of the excess revenue <br />at Meadowcreek C~lf Course goes to retire the debt and the other goes back into <br />maintenance. Ms. Peacock also noted that Meadowcreek Golf Course supports the <br />Mclntire course. <br /> <br /> Responding to a question from Mr. Cox about the budget for neighborhood <br />services, Ms. PeaCock explained that three divisions (Community Development and <br />Planning, Building and Life Safety, and Engineering) will be combined, and the increases <br />reflect the addition of the salaries of the neighborhood planner and director and a half <br />time clerical person in Building and Life Safety which will free up code enforcers to <br />work in the field, Ms. Peacock said that the traffic calming person is now funded by the <br />General Fund and the position of traffic engineer was not filled. <br /> <br /> IVlr. Caravati asked for more information on the Urban Partnership: Mr. <br />O'Connell said that continued involvement in the Urban Partnership needs to be looked at <br />in depth. <br /> <br /> Ms. Daugherty asked about PVCC's Neighborhood Center, and Mr. O'Connell <br />said that they did not make a request in this year's budget. <br /> <br /> <br />
