95 <br /> <br /> Mr. Caravati said he sees a tax reduction as re-investment. Mr. Caravati said that <br />while he understands that not much money would be returned to individual citizens, large <br />property owners would get a significant amount. <br /> <br /> Ms. Daugherty said she would like to see more funding for sidewalks and <br />suggested that part of the $500,000 be used for that and the remainder put into the <br />Strategic Investment Fund. <br /> <br /> Mr. Cox said he feels there are basic services that the City can improve on such as <br />sidewalks and expanded hours for buses and he would prefer to use the funds in that way <br />rather than provide a tax rebate or cut. <br /> <br />Ms. Daugherty recommended that $200,000 be added to sidewalks. <br /> <br /> Ms. Richards said she would like to expand the use of the funds for streetscape <br />improvements, including landscaping and trees, in addition to sidewalks. Ms. Richards <br />said she continues to be concerned about the priority grid used for prioritizing sidewalk <br />projects. <br /> <br /> The majority of Council agreed with the suggestion to add $200,000 for sidewalk <br />and streetscape projects and $300,000 to the Strategic Investment Fund. <br /> <br /> Councilors indicated support of the staff recommendations for the use of the <br />remaining surplus funds. <br /> <br /> Mr. Cox asked that Council be provided with the total amount available in the <br />Strategic Investment Fund. <br /> <br /> Ms. Richards, referring to one-time funds proposed to be used for guardrails, said <br />it is disturbing that the City is being mandated to pay for this expense without federal or <br />grants to pay for it. <br /> <br />WRAP-UP/CHECKLIST <br /> <br /> Council agreed to provide $16,482 for JABA's Mary Williams Center on the <br />condition that a plan of collaboration between the Williams Center and the Senior Center <br />be provided to Council before July 1. <br /> <br /> Council agreed to provide $36,543 for the Boys and Girls Club/Buford After <br />School Program on the condition that a plan for increasing attendance be submitted by <br />September of 1999 and an evaluation of the program done as part of the budget request <br />next year. <br /> <br /> Council agreed that an affordable housing summit/focus groups should be held, <br />including AHIP and Piedmont Housing Alliance, to provide better coordination among <br />affordable housing providers. <br /> <br /> Ms. Daugherty said that the County has only agreed to provide $20,000 for <br />festival funding and did not support having the Tourism Council make recommendations <br />about specific funding. <br /> <br /> Mr. Toscano questioned why the City should fund Charlottesville Downtown <br />Foundation's Sundays-After-Noon program when they generate money at their alcohol- <br />related events. Mr. Toscano said that if CDF is funded, the City should be able to look at <br />their books. <br /> <br /> Ms. Richards, Ms. Daugherty and Mr. Cox said they would like rnore information <br />about CDF's request and financial situation. <br /> <br />Council agreed to provide $10,000 for the Festival of the Book. <br /> <br /> <br />
