102 <br /> <br />GOVERNMENT AND CITY SCHOOLS, AND FOR OTHER PUBLIC PURPOSES" <br />was offered and carried over to April 14th meeting for consideration, <br /> <br />APPROPRIATION: ANNUAL APPROPRIATION <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the "RESOLUTION <br />ADOPTING THE BUDGET FOR THE CITY OF CHARLOTTESVILLE FOR THE <br />FISCAL YEAR BEGINNING JULY 1, 1999, AND ENDING JUNE 30, 2000 AND <br />PROVIDING FOR THE ANNUAL APPROPRIATION OF FUNDS FOR SUCH <br />FISCAL YEAR" was offered and carried over to the April 14th meeting for consideration. <br /> <br />It was agreed that the April 8th budget work session would be held. <br /> <br /> Mr. Cox asked for more information on Council Chamber improvements <br />recommended for surplus funds. <br /> <br />RESOLUTION AMENDING UNIVERSITY CIRCLE PERMIT PARKING <br />REGULATIONS TO ALLOW POSTING OF NOTICES <br /> <br /> Ms. Lisa Kelley, Assistant City Attorney, explained that due to the nature of <br />University Circle, which is predominantly rental, staff are recommending that the notice <br />requirement for permit parking be allowed by posting of signs. <br /> <br /> Mr. Cox asked if property owners will continue to be contacted by mail, and Ms. <br />Kelley replied that she believes they will. <br /> <br /> Mr~ Cox said that the font size on the signs should be large enough to be easily <br />visible. <br /> <br /> Mr. Toscano made a motion to approve the resolution, and Mr. Caravati seconded <br />the motion. <br /> <br />Mr. Cox asked which neighborhood is next in line for permit parking. <br /> <br /> Mr. Caravati said he has received requests for permit parking from residents of <br />Wayside Place., but noted that they may not qualify because of the length of the street. <br /> <br /> Mr. O'Connell said that portions of the street may be able to be designated. Mr. <br />O'Connell recommended that the impact on Wayside of permit parking on University <br />Circle be studied prior to taking further action. <br /> <br /> Ms. Richards said that as a matter of policy, the City may need a different <br />approach to permit parking. <br /> <br /> The resolution amending University Circle permit parking regulations to allow <br />posting of notices was approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, <br />Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br />RESOLUTION: DIRECTING PLANNING COMMISSION TO CONSIDER <br />HISTORIC PRESERVATION AMENDMENT <br /> <br /> Mr. Ron Higgins, Acting Director of Community Development, explained that <br />during the debate about designation of Wertland Avenue as a design control district, Ms. <br />Richards brought up the issue of duplication of reviews for property owners receiving <br />federal and state historic tax credit. Mr. Higgins said that the federal and state historic <br />tax credit review is very extensive and covers the interior of buildings as well as the <br />exterior. Mr. Higgins noted that the Board of Architectural Review guidelines are based <br />heavily on the federal guidelines. <br /> <br /> Responding to a question from Mr. Cox aborn the process, Mr. Higgins said that <br />detailed drawings are submitted to the Department of Historic Resources in Richmond <br /> <br /> <br />
