Mr. Higgins added that there is a substantial financial <br />incentive involved in receiving this designation. <br /> <br /> Mr. Cox asked if the Paramount Theater would be exempt from local BAR review <br />if they received state or federal historic tax certification, and Mr. Higgins said that if the <br />ordinance is amended they would be exempt. <br /> <br /> Mr. Caravati noted that the Paramount Theater has a 50tC designation and <br />therefore there would be no financial incentive to pursue the state or federal designation. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, Council approved the <br />resolution directing the Planning Commission to consider the historic preservation <br />amendment by the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. <br />Richards, Mr. Toscano. Noes: None. <br /> <br /> BE IT RESOLVED hy the Council of the City of Charlottesville, Virginia, <br />that the Charlottesville Planning Commission is hereby requested to consider at <br />the next available meeting, after the required notice and publication, the attached <br />proposed ordinance to amend Section 34-581 of the Zoning Ordinance. A joint <br />public hearing of the Planning Commission and Council will be held at that <br />meeting to consider said proposed ordinance. <br /> <br />REPORT: DIRECTOR OF HUMAN RESOURCES - ORGANIZATIONAL <br />DEVELOPMENT <br /> <br /> Mr. Galloway Beck, Director of Human Resources, responded to comments made <br />earlier by citizens. Mr. Beck said that City employees who have recently left did so <br />because of career opportunities and he does not view their departure as a negative. Mr. <br />Beck said that he was not able to respond immediately to Mr. Morris' request for <br />information because the request needed to be clarified and because he needed to estimate <br />the cost of copying the 10,000 pages of information requested. <br /> <br /> Mr. Beck said that the budget reflects an investment in the City's workforce <br />through workforce development, pay for performance, and the market adjustment study. <br />In addition, Mr. Beck said that benefits, diversity, training, and developing employees for <br />promotional opportunities'are being studied. Mr. Beck said that the goat is to develop a <br />positive work environment. Mr. Beck said he is committed to addressing employee <br />issues and will make every effort to work with employees who have expressed concerns. <br /> <br /> Mr. Cox said he is concerned about tvlr. Morris' diversity comment and he thinks <br />the City needs a very specific plan, including who will do training and how do you gauge <br />if it is working. <br /> <br /> Mr. Beck said benchmarks need to be established, and every employee will be <br />surveyed. Focus groups will also be used. Mr. Beck said he has asked Mr. Morris for <br />more specific details about his concerns. <br /> <br />Mr. Cox said he is concerned about employees fearing for their jobs. <br /> <br /> Mr. Beck said the City is dealing with individual concerns and with larger system <br />issues. <br /> <br /> Mr. O'Connell emphasized that City staff have been working on a number of <br />issues over the past year and a lot of things are happening. <br /> <br />Mr. Cox said he feels communication is a critical issue. <br /> <br /> Mr. Beck said he is working on communicating via a newsletter and is exploring <br />internet access for all employees. Mr. Beck said that verbal communication will also be <br />increased. <br /> <br /> <br />
