104 <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, the following consent <br />agenda items were approved, with the minutes of April 18th corrected by Mr. Toscano, by <br />the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. <br />Toscano. Noes: None. <br /> <br />a. Minutes of March 1, 5, 8, 15, 18, 19 <br /> <br />b. APPROPRIATION: <br /> <br />$2,000 - Donation to YES Mentoring Program <br />(carried over) <br /> <br />c. RESOLUTION: <br /> <br />Authorizing Administrative Approval of <br />Subordination Agreements <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, <br />that the City Manager, or his designee, is hereby authorized to execute deeds of <br />subordination or subordination agreements, subject to recommendation and <br />approval as to form by the City Attorney, on behalf of the City; provided, <br />however, that the subordination will not, in the City Manager's opinion, have a <br />substantial adverse effect on the remaining equity which serves as security for the <br />City's second lien. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Cox said he feels two things need to be done to access the impact of the <br />Brass, Inc. proposal: an economic impact study (and suggested that the Board of <br />Supervisors be written a letter asking them to undertake such a study) and a study of the <br />traffic volume created as a result of the potential development (and suggested it be <br />undertaken by the City's consultant in conjunction with his study of the design of the <br />Meadowcreek Parkway.) <br /> <br /> Ms. Daugherty asked Councilors if they are interested in sending a letter to the <br />Board of Supervisor requesting an economic impact study. <br /> <br /> Mr. Caravati asked what the cost of such a study would be and if there is any <br />indication that the County would pay for the study. <br /> <br /> Ms. Richards said that the cost ora similar study in Kilmarnock was $15,000. <br />Ms. Richards noted that the letter previously sent to the County by the Mayor had <br />requested such as study, but said she would favor repeating the request. <br /> <br />Ms. Daugherty said the City could offer to pay for half of the study. <br /> <br /> Mr. Cox suggested that the study include the affect on the County's current <br />Walmart on Route 29 North, on Scottsville, and on the region. <br /> <br /> Ms. Richards said she has practical concerns that it may take a long time to collect <br />regional data even though that might be desirable, and she feels that there is some time <br />pressure to complete such a study. <br /> <br /> Mr. Caravati said he favors having the Mayor draft a letter, to be circulated to <br />Councilors in advance for their comments, requesting a joint study that would study the <br />impacts on the County and City. <br /> <br /> Mr. Toscano said he would also favor looking at the in,pact of the alternatives, <br />such as what would be the impact on downtown if the site is developed with small retail <br />shops. <br /> <br /> <br />
