105 <br /> <br /> Mr. Cox said he would also favor a traffic impact study since a super discount <br />store would attract people from throughout the region, especially the impact on traffic in <br />the central corridor with the addition of the Meadowcreek Parkway. <br /> <br /> Mr. Toscano said he thinks the study of the magnitude suggested by Mr. Cox <br />would be a very sophisticated and costly analysis and questioned the appropriateness of <br />paying for such a study with taxpayers money for a project over which the City has no <br />control. Mr. Toscano said he would prefer to include Council's concerns about traffic in <br />the letter to the County. <br /> <br />Ms. Richards said she would favor requesting an economic impact study. <br /> <br /> Mr. Caravati said he would like to know how much control the City has over its <br />roads in relation to this project. <br /> <br /> Ms. Daugherty noted that there appears to be a consensus favoring her drafting a <br />letter to the Board of Supervisors, a draft to be circulated to Councilors, requesting a <br />jointly funded economic impact study, but said there does not appear to be a majority <br />supporting a traffic study. <br /> <br /> Mr. Cox said he thinks a traffic study could be as simple as asking the consultant <br />a set of questions and he feels he could respond in one week. <br /> <br /> Mr. Caravati asked if there is background analysis available on which VDOT <br />based their comments about the project. <br /> <br /> Ms. Richards said she does not think there is a question about where additional <br />traffic will go if the project is approved, as she thinks it will go on Ridge and 5th Street, <br />but the question is how they get there: via Rio Road, Park Street and through City <br />neighborhoods, or on the Meadowcreek Parkway. <br /> <br /> On motion by Mr. Caravati, seconded by Ms. Richards, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None.) to meet in <br />executive session for the purpose of appointing members to various City boards or <br />agencies, as authorized by Section 2.1-344(A)(1) of the Virginia Code; for the purpose of <br />considering the acquisition or use of real property for public purpose, or the disposition <br />of publicly held property, as authorized by Section 2.1-344(A)(3) of the Virginia Code, <br />more specifically described as (1) property near 9th Street, S.W.; (2) property at West <br />High Street and Attamont Street; (3) Union Station; and (4) property on Elliott Avenue; <br />And for the purpose of consultation with legal counsel and briefings by staff members, <br />consultants or attorneys on one matter pertaining to actual or probable litigation, and two <br />specific legal matters requiring the provision of legal advice by counsel, as authorized by <br />Section 2.1-344(A)(7) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Caravati, seconded by <br />Mr. Toscano, certified (Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. <br />Toscano. Noes: None.) that, to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting requirements by Virginia law <br />were discussed in the executive meeting to which this certification resolution applies, and <br />(ii) only such public business matters as were identified in the motion convening the <br />executive meeting were heard, discussed or considered by the Council. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Toscano, Mr: Robert Noll was <br />reappointed to a four-year term, Mr. Don Martin was appointed to an unexpired term, and <br />Mr. David Martin was appointed to a four-year term on the Charlottesville Industrial <br />Development Authority by the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. <br />Daugherty, Ms. Richards, Mr. Toscano. Noes: None. Mr. Noll and Mr. DaVid Martin's <br />terms will expire on April 3, 2003, and Mr. Don Martin's term will expire on April 3, <br />2000. <br /> <br /> <br />
