118 <br /> <br /> Mr. Jim Peterson, Executive Director of Region Ten Community Services Board, <br />said he is excited and appreciative of Council's consideration of the donation of property <br />for the Blue Ridge House, and noted that $385,000 has been raised privately for its <br />construction, b/Ir. Peterson said that Region Ten has been looking for an appropriate site <br />for Blue Ridge House for ten years and has been in discussions about this site for a <br />couple of years. Mr. Peterson said that without the donation of City land the parking <br />would have to be inJ front of the building, and having it be on the side will make for a <br />much more attractive project. Mr. Peterson urged Council to have a first reading on the <br />ordinance and to address concerns raised prior to the second reading. <br /> <br /> Mr. Eugene Williams said he is the only adjacent property owner who had <br />knowledge about the public hearing, and he only heard about it the night before. <br /> <br /> Ms. Karen Kaster, 937 Belmont Avenue, President of the Belmont Neighborhood <br />Association, said that while the property is not within the Belmont neighborhood, she <br />feels they should have been notified about the proposal. Ms. Kaster said she would like <br />more information on the proposal, including traffic impacts. <br /> <br /> Ms. Richards noted that Rev. Alvin Edwards had a letter delivered to the Council <br />meeting requesting that Council defer the matter to allow him time to discuss the <br />proposal with trustees of Mt. Zion Baptist Church and expressing his concerns about the <br />sales price. <br /> <br />As there were no further speakers, the public hearing was closed. <br /> <br /> Mr. Cox expressed concern that there was no formal notification process and <br />agreed that the Belmont neighborhood could be affected and therefore the notification <br />should be done on a broader basis to assure that people have an opportunity to comment, <br />especially since the houses may be smaller than those in the surrounding area. Mr. Cox <br />asked whether there is a requirement for formal notification of the public hearing. <br /> <br /> Mr. Clyde Gouldman, City Attorney, said that State law requires that a public <br />hearing be held on sale of City property, but does not require individual notices to be <br />sent. Mr. Gouldman noted that formal notice may need to be given during the PUD <br />process. <br /> <br /> Mr. Toscano asked what notification had been given about the proposal, and Mr. <br />Huja explained that following an executive session discussion on the proposal, Council <br />directed him to meet Mth the neighborhood association and some of the adjacent <br />neighbors, which he did. <br /> <br /> Mr. Cox expressed concern about the assessed value of the property and the <br />proposed size of the units and questioned whether the development will suppress or <br />increase adjacent property values. <br /> <br /> Mr. Gouldman said he asked the Real Estate Assessor about the assessed value of <br />the property, and was told that comparable assessment would be $1.50 a square foot, but <br />he discounted the value by 50% on this site because of the fill history. <br /> <br /> Mr. Cox noted that six of the houses are proposed to have their sides facing the <br />street and a green buffer may need to be maintained to shield them. Mr. Cox said <br />Council may want to reconsider selling Parcel C. <br /> <br /> Mr. Huja said that the PUD and site plan process will need to be followed for the <br />development, and screening will likely be required. Mr. Huja noted that a buffer will <br />remain on one side of the property. <br /> <br />Mr. Gouldman said that Dr. Hurt has signed the sales contract. <br /> <br /> Responding to a question from Mr. Cox, Mr. Gouldman said that minimum size is <br />required by the sales contract, but he does not feel that you can successfully have a <br />restrictive covenant guaranteed ongoing owner-occupation of the homes, <br /> <br /> <br />
