119 <br /> <br /> Mr. Cox said that many small units in the City start out as owxter-occupied and <br />convert to rental, which suggests that as families grow they move to larger homes and the <br />smaller units are purchased to be used as rental units. Mr. Cox said he feels this concern <br />could be addressed by increasing the square footage requirement to 1,500 or 16,000 <br />square feet, or varying the lot size. <br /> <br /> Mr. Gouldman noted that Dr. Hurt has previously rejected the idea of increasing <br />the square footage: <br /> <br /> Mr. Toscano asked if more square footage can be required of a developer during <br />the PUD process, and Mr. Huja said he does not believe this can be required, and Mr. <br />Gouldman said he would research the matter further. <br /> <br /> Responding to a question from Mr. Caravati, Mr. Huja said that the developer <br />would be responsible for building the road in the development. <br /> <br /> Ms. Richard said that Council could do the first reading of the ordinance and <br />notify neighbors of the next meeting date. <br /> <br /> Mr. Caravati suggested that public comment on the ordinance be allowed at the <br />meeting prior to the second reading of the ordinance <br /> <br /> Mr. Toscano agreed that it would be useful to continue the public hearing. Mr. <br />Toscano said that the project is very complex and needs thorough discussion to determine <br />whether it is desirable to have this type of development in this neighborhood as opposed <br />to a development allowed by-right. Mr. Toscano said he does have some concern about <br />the price and size of the units, but suggested that Council may be willing to consider <br />trading offcost for Iarger square footage. <br /> <br /> Mr. Cox expressed concern about the proximity of the proposed development to <br />the historic cemetery on Elliott Avenue. Mr. Cox said he thinks Council should defer the <br />matter and talk further with Dr. Hurt. Mr. Cox questioned whether the proposal could be <br />dealt with in two phases, approving the property for Blue Ridge House and deferring sale <br />of the other parcels. <br /> <br /> Mr. O'Connell said that the conveyance of all of the parcels are intertwined and he <br />does not think they can be separated. <br /> <br /> Ms. Richards said she shares the concern about the size of the units and would <br />like to try to tweak the sales contract. <br /> <br /> Mr. Toscano made a motion to approve the ordinance entitled "AN ORDINANCE <br />TO AUTHORIZE CONVEYANCE OF REAL PROPERTY ON LLIOTT AVENUE TO <br />REGION TEN COMMUlX~TY SERVICES BOARD, INC. AND TO VIRGINIA LAND <br />COMPANY" and to continue the public hearing to May 17th meeting, with the hope that <br />the square footage for the units can be increased. Mr. Toscano noted that while he has <br />moved the ordinance, he is not sure he will vote to approve it. Ms. Richards seconded the <br />motion and the ordinance was carried over to the May 17th meeting and the public <br />hearing was continued until that time. <br /> <br />PUBLIC HEARING: AUTHORIZING SALE OF CITY RIGHT-OF-WAY AT 400 <br />ORJ)INANCE: WEST HIGH STREET <br /> <br /> Mr. Gouldman explained that Dr. Kathleen Free has asked to purchase a thin strip <br />of city right-of-way for the assessed value of $2,000. Since Council discussed the matter <br />in executive session, Dr. Free has learned that a handicapped ramp will not be required <br />for access to the property, which will be a home business. <br /> <br />The public hearing was opened. <br /> <br /> <br />
