129 <br /> <br />Pursuant too the limitations contained in Temporary Income Tax Regulations <br />Section 5f. 103-2(0(1), this resolution shall remain in effect for a period of one <br />year fromthe date of its adoption. <br /> <br />4. This resolution shall take effect immediately upon its adoption. <br /> <br />ORDINANCE: "AN ORDINANCE TO AUTHORIZE <br /> CONVEYANCE OF A PORTION OF THE WEST HIGH STREET RIGHT <br /> OF-WAY TO DR. KATHLEEN FREE" (2~a reading) <br /> <br />PUBLIC <br /> <br /> Mr. Kenneth Martin, 222 Lankford Avenue, referring to the proposal to <br />sell property on Elliott Avenue, explained that Virginia Land Company made a <br />proposal to the Ridge Street Neighborhood Association in 1996 for 44 <br />townhouses and a strip commercial development, which the neighborhood <br />expressed alarm about, In 1997 the Cherry Hill proposal for 96 apartments was <br />presented which the neighborhood again rejected. Mr. Martin said that Mr. Cox <br />and his wife made a proposal for a 36 unit PUD and most in the neighborhood <br />favored the idea of a PUD, with one resident vehemently opposing it. Last <br />summer the proposal for the Blue Ridge House was made and the neighborhood <br />embraced the idea as it removed the threat of commercial development. Mr. <br />Martin said that the neighborhood thfinks that Virginia Land-Company's current <br />proposal is better than prior proposals and similar to that presented by Mr. Cox <br />and should move forward. <br /> <br /> Mr. Richard Collins complimented Mr. Rieley on his report on <br />Meadowcreek Parkway as it moves toward protection of the park. Mr. Collins <br />agreed that traffic projections should be documented. Mr. Collins welcome the <br />formation of LAMP and said he hopes that LAMP and STAMP wilt deliberate <br />together. Mr. Collins said that he thinks an attractive compromise would be to get <br />the County to add parkland to their portion of the road. <br /> <br /> Ms. Richards noted that the MPO has already officially requested that <br />parkland be added, to what will be lost and she thinks that Mr. Rietey's suggestion <br />is a good one. <br /> <br /> Ms. Mary MacNeit, 710 Ridge Street, said she thinks the traffic <br />projections should be restudied and she feels the significance of the absence of an <br />eastern corridor is being overlooked. Ms. MacNeil said she also feels that the <br />status of the Albemarle County portion of Meadowcreek Parkway as primary road <br />status needs to be resolved. Ms. MacNeil said she feels Council needs to be more <br />aggressive and clearer about not supporting VDOT's plan. <br /> <br /> Mr. Greg Jackson. 613 Belmont Avenue, said he is impressed by Mr. <br />Rieley's work, but feels he should have been able to explore a no-build option <br />which many people support. Mr. Jackson said a report will be put together soon <br />on STAMP's design meeting for Mctntire Park. Mr. Jackson said Charlottesville <br />should emulate other great cities with great parks. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Goutdman noted that the resolution approving permit parking on <br />University Circle was silent on an effective date and asked that Council make the <br />dateJune I5. <br /> <br />On motion by Mr. Caravati, seconded by Mr. Cox, the effective date of <br />permit parking on University Circle was designated as June 15 by the following <br />vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br />Noes: None. <br /> <br />Ms. Richards requested a follow up report on the issue of the kiosks on the <br /> <br /> <br />
