135 <br /> <br /> The ordinance before Council was clarified as including: at least one City <br />Councilor; at least one current or former resident of public housing; at least one current <br />or former recipient of Section 8; and the remaining from the community at large. <br /> <br /> Ms. Daugherty said she thinks the proposed ordinance gives Council flexibility <br />according to who applies for the board. Ms. Daugherty added that Council has <br />expressed a desire to work more closely with the Housing Authority and to assure that the <br />Authority adheres to Council's housing policies. <br /> <br /> Mr. Caravati said he thinks it would be a good idea to have at least two current <br />residents of public housing and at least one former public housing resident or current or <br />former Section 8 recipient and made a motion to amend the ordinance. <br /> <br /> Mr. Cox seconded the motion to amend, and said he feels that current residents <br />have the right and obligation to serve on its board. Mr. Cox said he is willing to offer his <br />resignation from the Housing Authority Board if appropriate to realize the goal of having <br />one Councilor on the board. <br /> <br /> Mr. Caravati said he sees the advisability of not tagging categories for the <br />community members on the board, but would be interested in having persons from the <br />areas of real estate, rental management, banking or business on the board. <br /> <br /> Ms. Richards concurred that it would be optimal to have representation from <br />Section 8 recipients. Ms. Richards said that often Section 8 housing is not up to physical <br />standards though the rents are, and she feels CRHA needs to take a more aggressive role <br />in improving the standards. Ms. Richards expressed concern that it may be difficult to <br />find people to apply and CRHA may need to encourage Section 8 recipients to apply. <br /> <br /> Mr. Toscano said he agrees with the argument that people should have the ability <br />to participate in decisions that affect their lives. <br /> <br /> The ordinance was amended by the following vote. Ayes: Mr. Caravati,_ Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> Mr. Cox said he feels there has been a difference in the past year since applicants <br />to the Housing Authority board were last interviewed, with PHAR being organized and <br />training being provided. Nfl-. Cox said he does not think there will be a problem finding <br />good applicants. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Cox, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REORDAINING SECTION 2-37 OF ARTICLE II <br />OF CHAPTER 2 OF THE CODE OF TIlE CITY OF CHARLOTTESVILLE, 1990, AS <br />AMENDED, RELATING TO THE MEMBERSHIP OF THE BOARD OF <br />COMMISSIONERS OF THE CHARLOTTESVtLI,E REDEVELOPMENT AND <br />HOUSING AUTHORITY," as amended, was offered and carded-over to the next <br />meeting .for consideration. <br /> <br /> Mr. Toscano moved the ordinance entitled "AN ORDINANCE <br />AMENDINGAND REORDAINING SECTION 2-37 OF ARTICLE II OF CHAPTER 2 <br />OF THE CODE OF THE CITY OF CHARLOTTESVILLE, I990, AS AMENDED, <br />RELATING TO THE MEMBERSHIP OF THE BOARD OF COMMISSIONERS OF <br />THE CHARLOTTESVII J.E REDEVELOPMENT AND HOUSING AUTHORITY," <br />which will extend the sunsetted provision and keep the current Housing Authority Board <br />until July 312, Mr. Cox seconded the motion and it was carried over to the next meeting <br />for consideration. <br /> <br /> Mr. Cox noted that the primary reason to extend the ordinance is to allow time to <br />advertise and consider appointments to the board. <br /> <br /> Ms. Daugherty said she hopes to bring proposals for meeting with the CRHA <br />board in the near future. <br /> <br /> <br />
