134 <br /> <br />motion convening the executive meeting were heard, discussed or considered by the <br />Council. <br /> <br />COUNCIL CHAMBER - May 17, .1999 <br /> <br /> Coundl met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano <br /> <br />RECOGNITIONS/AWARDS <br /> <br /> In recognition of National Preservation Week, Ms. Daugherty recognized Mr. <br />Michael Bednar and Ms~ Elizabeth Lawson for receiving a preservation award for <br />renovation of"The Farm." <br /> <br /> Ms. Daugherty presented a proclamation on National Public Works Week to MS. <br />Judy Mueller, Director of Pubtic Works, who accepted on behalf of the more than 300 <br />Public Works employees. <br /> <br />PUBLIC <br /> <br /> Ms. Mary MacNeil, 710 Ridge Street, representing STAMP, read the press release <br />from STAMP's recent press conference which said that cowanents made by Mr. Jay <br />Carden were his own and not those of STAMP members. Ms. MacNeit said that STAMP <br />feels that the Meadowcreek Parkway is a poor solution to problems we face. Mst <br />MacNeit said that STAMP welcomes LAMP and the Downtown Property Owners's <br />group. Ms. MacNeil invited the public to view STAMP's website for alternative <br />proposals, and noted that opposition to the Parkway has been around for many years. <br /> <br /> Mr. Alexis Ziegler, 912 Woodfolk Drive, announced that a benefit concert for <br />"Trade Local" wilt be held at the amphitheater on May 29. The purpose of"Trade Local" <br />is to create a data base to help support local businesses. <br /> <br />PUBLIC ItEAR~G/ORDINANCES: COIvtPOSiTION OF THE <br />CHARLOTTESVILLE REDEVELOPMENT AND HOUSING AUTHORITY and <br />EXTENDING EXISTING CRHA BOARD TO JULY 31, 1999 <br /> <br />The public hearing was opened. <br /> <br /> Ms. Cathy Icenhour, 500 South 1~t Street, said she favors a seven or more member <br />board and providing more opportunities for public housing residents, City Council and <br />people in the community to become familiar with housing and community services. <br /> <br /> Ms. Joy Johnson, 823-B Hardy Drive, representing the Public Housing <br />Association &Residents (PHAR) Board said that PHAR has discussed the proposed <br />composition of the Housing Authority Board and recommends: one City Council <br />member; two existing public housing residents, one recipient of Section 8, and the <br />remaining private citizens. Ms. Johnson said that she thinksa lot of public housing <br />residents are qualified to serve on the board. Ms. Johnson noted that there is a national <br />movement to get public housing residents registered to vote, <br /> <br /> Ms. Shirley Johnson, 500 South Ia Street, said there is a need for more private <br />citizens and representative from public housing on the board. <br /> <br /> Ms. Emily Heule, 313-A Riverside A venue, said more current residents of public <br />housing are needed on the board, and said that it is equally as important as the issue of <br />having School Board members live in City school districts and sending their children to <br />City schools. Ms. Heute recommended that at least two current residentsof public <br />housing' be appointed and one former resident. <br /> <br />As there were no further speakers, the public hearing was closed. <br /> <br /> <br />
