151 <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Richards expressed concern about the gigantic concrete retaining wall being <br />constructed at Scott Stadium and said she thinks Council should try- to do something <br />about it. <br /> <br /> The meeting was adjourned. <br />Pre,sid~X'~x'~ ~~ <br /> <br />COUNCIL CHAMBER - June 21, 1999 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravafi, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br />RECOGNITIONS/AWARDS <br /> <br /> Ms. Daugherty announced a proclamation for "Virginia Initiative for Employment <br />Not Welfare (VIEW)." <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />PUBLIC HEARING/ORDINANCE: SALE OF ELLIOTT AVENUE PROPERTIES <br />TO VIRGINIA LAND COMPANY (2na reading) <br /> <br /> Mr. Satyendra Huja, Director of Strategic Planning reviewed the proposal: <br />donation of lot A to Region Ten Community Services Board for its Blue Ridge House; <br />sale of lots B and C to Virginia Land Company for $41,523 for development of single <br />family homes, each with a minimum square footage of 1,500; and agreement by the City <br />to pay for one half of the road to serve the development Mr. Huja noted that Council <br />previously held a public hearing on the proposal and moved the ordinance on first <br />reading. <br /> <br />The public hearing was opened. <br /> <br /> Ms. Marion Rabinowitz, Region Ten Community' Services Board member, said <br />that there has never been a proper facility for Blue Ridge House and this proposal will <br />provide such a facility. Ms. Rabinowitz said that the Ridge Street Neighborhood <br />Association is very supportive of the proposal. <br /> <br /> Mr. Mark Rylander, 607 Lexington Avenue, said that he is impressed with the <br />number of units proposed which will provide a balance with the rest of the neighborhood <br />as well as open space. Mr. Rylander said he thinks the development will be a positive <br />addition to downtown. <br /> <br /> Mr. Darin Garrison, a member of the Blue Ridge House Board and Belmont <br />neighborhood resident, said that the property has been an eyesore and the development <br />will help beautify the Ridge Street neighborhood as well as the Belmont neighborhood. <br /> <br />As there were no further speakers, the public bearing was closed. <br /> <br /> Mr. Toscano made a motion to amend the ordinance to incorporate the changes in <br />the contract regarding, increased minimum square footage of the units and sharing of the <br />cost of the public street. Mr. Toscano said that he feels this is a far better proposal than <br />the one originally discussed by Council. <br /> <br /> Ms. -Richards seconded the motion to amend, and congratulated Mr. Huja for <br />working with representatives from Virginia Land Company to improve the proposal. Ms. <br /> <br /> <br />
