155

Ms. Christina Rees, 964 Locust Avenue, support a four-lane Meadowcreek
Parkway and said neighborhood streets have become freeways.

Mr. Peter Mclntosh, 624 Davis Avenue, favored the Meadowcreek Parkway. Mr.
Mclntosh said the City has always been pro-park and he hopes rationality will emerge.
Mr. Mclntosh said a similar controversy existed when the 250 Bypass was built and the
road has proven to be a success. Mr. Mclntosh supported expanding and improving parks
and asked Council to took to the needs of the community.

Mr. A_ E. (Dick) Howard, 627 Park Street, opposed the Meadowcreek Parkway.
Mr. Howard said he has watched downtown come alive and he believe the Parkway poses
a threat to the urban core and could become a major thoroughfare, l~fi:, Howard
expressed concern about trucks being allowed in the future on the Parkway.

Mr. Tim Mohr, I 112 Park Street, said traffic calming is needed on Park Street,
and he is skeptical that Meadowcreek Parkway will solve all the traffic problems. Mr.
Mohr said an eastern bypass should be explored.

Mr. Larry Engte, owner of a business downtown, supported comments made by
Richard Price. Mr. Engte asked how many roads will be enoug~ how much do we have
to surrender, and where is parking downtown for all the cars. Mr. Engle said real
solutions are needed.

Mr. Stan Tatum, 540 Park Street, supported the Meadowcreek Parkway as it will
take a minimal part of the park, will add pedestrian and bike trails, and wilt make the
park more accessible. Mr. Tatum said no other plans exist to address the problem. Mr.
Tatum said this has been a divisive issue-and it needs to be put to rest.

Mr. Paul Grady of Crozet, supported a four-lane Meadowcreek Parkway, noting
that it would not cut the park in half, but would be at its edge. Mr. Grady said that traffic
will not drive through the center of the city toget to 164. Mr. Grady noted that the
County has supported the idea of adding parkland, Mr. Grady said the only problem that
remains is a decision about the design of the interchange.

Mr. Brent Nelson, 214 South Street, said that the Parkway wilt act as a substitute
bypass for the eastern corridor and building it would be irresponsible. Mr. Nelson said
the City has done nothing to address the problems on Park Street.

Mr. Ted Jones, 20t Hillcrest Road, read a letter from Gib Akin who opposes the
Parkway because it will attract traffic, reduce greenspace, and put more pressure on
Mclntire Roadand Ridge Street by creating a thoroughfare.

Mr. Robert Hodous, 1309 Lester Drive, said the need for the Meadowcreek
Parkway has been obvious for 30 years and willease problems of neighborhoods. Mr.
Hodous said that the option of the eastern corridor is not under Council's control. Mr.
Hodous supported Mr. Rieley's four-lane design.

Ms. Catherine Peaslee, 307-A 2na Street, N.W., said that building more roads is a
copout to deal with problems, tvlr. Peaslee said if the City wants a road it should build
one with its own money and not accept funds from VDOT.

Mr. John Pfattz, 1503 Rugby Road, said that he has counted cars on Park Street
and feel they have a real problem. Mr. Pfaltz said that over one third of the cars he
counted go to Pantops, and 46% are outbound. Mr. Pfaltz said Charlottesville should not
be responsible for providing roads for the County. Mr. Pfaltz suggested restricting left
turns onto the 250 Bypass for cars coming south on Park Street.

Mr. Richard Collins, 108 Wilson court, said he agrees that if the road is built
people will use it, but said we would not know what alternatives there could have been.
Mr. Collins said it is time to get away from being either for or against the road and come
up with other solutions. Mr, Collins said Council will be remembered for their vote on
this road, and said a two-lane road is not a solution.
