Mr. Cox said he understands such a commission is not unprecedented, though <br />it has never been done with a County and City together. Staffwould be hired for the <br />commission as well as a landscape architect and engineer~ <br /> <br />Mr. Rieley said it is important that the primary control for such a project be local. <br /> <br /> Mr. Toscano said :two basic principles in Mr. Cox*s recommendation appear to be <br />citizen involvement and technical expertise. <br /> <br /> Ms. Richards suggested that citizen input be provided through broadening of the <br />MPO Design Committee which has been working on the project since t996. <br /> <br />Mr, Toscano noted that monitoring is not a design function. <br /> <br /> Mr. Cox said he would favor the City hiring its own consultant to design the road <br />and take the project to VDOT for their approval. <br /> <br /> Mr. Cox said he thinks the idea is worth exploring. Mr. Caravafi expressed <br />concern about staying with the MPO format as the City may get outvoted by the MPO. <br /> <br /> Mr. Pdeley said the City and County could set a precedent in the state by working <br />together. <br /> <br /> Mr, Toscano .said he has no problem with the City and Coumy working together, <br />but has major concerns about opening up the whole design isme again. Mr. Toscano <br />supported using the MPO DesignCommittee, noting that a separate commission could be <br />politically charged. Mr, Toscano said he would support hiring an advisor to monitor the <br />project. <br /> <br /> Ms, Daugherty said the project would probably get done quicker if the City had <br />its own design and she thought the idea might work. <br /> <br /> Mr. Caravati said the road should be made contingent on the City having its own <br />design consultant and getting buy-in from the County. <br /> <br /> Ms. Daugherty said she would support using the MPO Design Committee and <br />expanding it, and telling VDOT the City wants to design the road. <br /> <br /> Ms. Richards said Council needs to think more about the design consultant and <br />clarify who would pay. <br /> <br /> Ms~ Daugherty agreed that additional staff work is needed on the issue of the City <br />hiring its own design consultant. <br /> <br /> It was agreed that staff would draft a'letter for Council's consideration and <br />-approval on July 19th. <br /> <br />The meeting was adjourned, <br /> <br />Preside~ ~)a.~c~ <br /> <br /> <br />
