182 <br /> <br />COUNCIL CHAMBER - August 2, 1999 <br /> <br /> Council met in regular session on this date with'the fbiiowing members present: <br />Mr. Caravati, Ms. Daugherty, Ms. Richards, Mr. Toscano. Absent: Mr. Cox. <br /> <br />RECOGNITIONS/AWARDS <br /> <br /> Ms. Daugherty introduced Mr. James Tolbert, the City's new Director of <br />Neighborhood Planning and Development Services. <br /> <br />PUBLIC <br /> <br /> Mr. John Gaines, 214 9th Street, N.W., asked when Council will respond to <br />concerns expressed and recommendations made about neighborhood safety at a meeting <br />at Westhaven Community Center on July 29. <br /> <br /> Mr. Caravati said that he and Ms. Richards, the Councilors who participated in the <br />July 29 meeting, have met withCity staff, and plan to involve more of the community <br />and City staff in additional meetings prior to responding to the specific recommendations. <br />Mr. Caravati said a response from the City will likely occur within three to four weeks. <br /> <br /> Mr. Carey Branch, Jr., a City resident., said appropriate recognition is-long <br />overdue for Laurence Brunton, former Mayor, by this Council, and suggested that <br />Council name the Meadowcreek Parkway after Mr. Brunton. Mr. Brunton said he will <br />take the recommendation to the Board of Supervisors since part of the Parkway wjtl be in <br />the County. <br /> <br /> Mr. Kevin Cox, Fairway Avenue, said that he is pleased that bus service will be <br />expanded into evening hours later this month. Mr. Cox said he is concerned about the <br />performance of the electric buses. Mr. Cox said he will be looking at the facts about the <br />buses, does not want the City wasting money on experimental buses, and wants the City <br />to use money on improving the system. <br /> <br />PRESENTATION: RECREATION PR/OGRAMS <br /> <br /> Mr, Johnny Ellen, Chief of Recreation and Leisure Services, presented an <br />overview of summer programs offered by the Department, including: free transportation <br />for City youth; "End of the Year Bash" to kick off the summer; outdoor pools, including <br />free swimming for families on weekend evenings; eight sites for the Summer Playground <br />Program; Therapeutic Recreation Program; City swim team; Friday night basketball; <br />track and field meet; and the Pepsi tennis program. <br /> <br /> Responding to questions from Ms:Daugherty, Mr. Ellen 'said that 565 City youth <br />have participated in the Summer Playground Program, and approximately 50-55 <br />employees are hired to staff the summer recreation program.. <br /> <br />PRESENTATION: TRANSPORTATION IMPRO~MENT PROGRAM (TIP) <br />(METROPOLITAN PLANNING OR. GANIZATION) <br /> <br /> Ms. Nancy O'Brien, Executive Director of the Thomas Jefferson Planning District <br />Commission, explained that the Transportation Improvement Program (TIP) is a list of <br />transportation projects planned fbr the Charlottesville-Albemarle Study area which <br />receive federal funding and/or approval. Ms. O~Brien said that the TIP is grounded in the <br />Charlottesville Area Transportation Study (CATS), which is adopted every five years, <br />and includes policies on roads, transit and RideShare. Ms. O'Brien said that the TIP is a <br />locally generated document which must match the state's TIP. Ms. O~Brien said that the <br />Metropolitan Planning Organization (MPO) wilt hold a public hearing on the TIP on <br />August 17~ and will adopt it on August 312. <br /> <br /> Responding to a question from Mr. Caravati, Ms. O'Brien said that some road <br />,funds can be used for other purposes, but noted that when that is done additional funds <br /> <br /> <br />
