Ms. Muelter said it is <br />unclear what will happen should the TIP not be approved, said it is possible tha~ fimding <br />for Union Station, Court Square, Thomas Jefferson Pedestrian Wattcway, U. Va. overpass <br />-and the Jefferson Park Avenue Bridge could be affected. <br /> <br />Ms. Richards noted that the local and state TIP ;must match. <br /> <br /> Mr, Cox said he left the MPO meeting unclear about what the County <br />representatives really warn, and said perhaps they are signaling that they want to <br />approach transportation issues in different ways. <br /> <br /> Ms. Richards saidthat the MPO has asked VDOT to work cooperatively on <br />environmental questions associated with the reservok and Bypass. <br /> <br /> Mr. Toscano asked why the City, in the absence of concrete answers, should <br />support the motion if made. <br /> <br /> Ma. Caravati said it is worrisome that the County dropped this issue on the City <br />and he-would like to know the real reasons they are doing it. Mr. Caravati said it raises <br />the issue of whether the Three Party Agreement and CATS Plan should be revised. Mr. <br />Caravati said he would favor a renegotiafion of these documents~ <br /> <br /> Mr. Cox said he would tike to get a clarification of whal the County wants and is <br />willing to do. Mr. Cox suggested that the Mayor talk to the Chair of the Albemarle <br />Coumy. Board of Supervisors about what they are actuaIty asking of us. Mr. Cox said <br />that the issue of revisiting the interchanges on Route 29 North (using tight urban <br />imerchanges) and a near eastern connector have been raised and he wmfld like to explore <br />if the County is interested in jointly funding a consuItant to explore thos~ issue. <br /> <br /> Ms. Daugherty said she thinks Council needs to vote on the TIP issue on <br />September 20t~and said she feels more information is needed. <br /> <br /> Ms. Richards said that she does not think more concrete information on the <br />ramifications of removing the Bypass from the TIP will be coming prior to the meeting <br />on' the 20m. <br /> <br /> Mr. Toscano said maybe changing the TIP does not happen this year, maybe it <br />happens next year. <br /> <br />Ms. Richards said that the five year CATS plan wilt be reviewed ne~ct year: <br /> <br />Mr. Caravati suggested allotting time at Council's retreat to discuss the TIP issue. <br /> <br /> Mr. Cox noted that when the Transportation Secretary responded to questions he <br />did not refer to specific articles andhe asked that staff explore this further. <br /> <br />The meeting was adjourned. <br /> <br /> <br />
