Minutes of August 2 <br /> <br />b. ~PR!AT!O~ISI_: <br /> <br />$5,000 - Virginia Commission for the Art Grant (for <br /> Piedmont Council of the Arts and Virginia <br /> Discovery Museum) (2na reading) <br /> <br /> WIIEREAS, the Virginia Commission for the Arts has notified the City of its <br />grant award in the Local Government Challenge Grant category; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />$2,500 of the amount reserved from such grant is hereby appropriated to Grants Fund <br />expenditure account 1 t-042-07t050 for use by the Piedmont Council for the Arts for its <br />ac[ivities during the t'999-2000 fiscal year, and $2,500 of the amount reserved from such <br />grant is hereby appropriated to Grants Fund expenditure account 11-042-071060 for use <br />by the Vi~inia Discovery Museum for its activities during the 1999-2000 fiscal year. <br /> <br />c. AP_PR!)PRIAT!ON: <br /> <br />$1,080 - DMV Grant for Camera for Police <br />Department (carded over) <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Cox said that this is the last public opportunity for Council to discuss the TIP <br />prior to the next Metropolitan Planning Organization (MPO) meeting, and asked Ms. <br />Richards to summarize comments made at the last MPO meeting. <br /> <br /> Ms. Richards explained that a previous resolution of the MPO withheld apwoval <br />of constructing the Route 29 Bypass by withholding federal funds to apply to the Bypass. <br />Since that time, VDOT has been drawing down federal money for the Bypass. The <br />question arose as to whether this accrual islegal under federal law. Another question was <br />whether it is a necessary r~ukement to have the Bypass in the TIP. A letter was drafted <br />to Transportation Secretary Slater's office asking these questions and asking about the <br />implications for removing the Bypass from the TIP. In addition, City and County staff <br />were asked to respond tothe implications of removing theBypass from the TIP. <br /> <br /> Mr. Toscano asked why this is an issue for Council, and Ms. Richards replied that <br />if a motion is made at the MPO meeting to remove the Bypass from the TIP, the City <br />representatives on the MPO wouldtike input from Council as to what they should do. <br /> <br /> Ms. Mueller said that staff has discussed the issue with federal transit officials and <br />they have indicated that there will be no problem getting funds this year for transit, and <br />said that last year's TIP can be amended to include purchase of buses. VDOT officials <br />.have indicated that they could stop all funding for projects not under construction for all <br /> <br /> <br />
