Mr. Huja said a second access could be made onto Penn Park Lane. <br /> <br /> Mr. Cox asked how many more units could be built if the developer maximized <br />the additional property~ <br /> <br /> Mr. Frank Stoner, proposed developer, said that he does not see the additional <br />property being developed in the initial phases. Mr. Stoner agreed that two access points <br />are needed, but he is trying to find a way to absorb the additional- cost and maintain the <br />~iuality of the neighborhood. <br /> <br /> Mr. Cox asked if there are other problems with connecting a road to Holmes <br />Avenue other than the cost~ <br /> <br />Mr. Stoner said there are some environmental, fill and erosion control issues. <br /> <br /> Ms. Richards asked if an environmental review would be done if Meadow Creek <br />is crossed. <br /> <br /> Mr. Stoner said the City would probably want an environmental review. Mr. <br />Stoner said a bridge would be the best solution but would be very expensive. <br /> <br /> Mr. Cox said he thinks_a tbasibiiity study of an attractive entry bridge is <br />warranted, and if it is found to be feasible, then ways to realize it should be explored. <br />Mr. Cox said that perhaps the City would partner with the developer on the bridge. <br /> <br /> Mr. Stoner said there is an issue of accessibility to Pen Park because once you <br />cross the creek you cannot actually- access the Park because of the golf course and <br />because of the. liability of people walking through the course. Mr. Stoner said he thinks <br />there needs to be a wa5, to get to the rest of Pen park. <br /> <br />Ms. Daugherty asked staff to look at the access issue into Pen Park. <br /> <br /> Mr. Cox asked about the traffic impact on Rio Road, and Mr. Stoner said that with <br />150 units, an additional t,000 trips a day would be generated. <br /> <br /> Mr. Cox asked if there is any way to .mitigate that impact and lower the number of <br />car trips. <br /> <br /> M_r. -Stoner said different kinds of housing units could be built which would allow <br />people to work at home anda day care center or community store may be possible, <br />though perhaps not economically viable. <br /> <br /> Ms~ Richards noted that once the Meadowcreek Parkway is built transit service <br />could serve the devetopment~ <br /> <br /> Mr. Cox said he thinks the idea of a store is something worth exploring. Mr. Cox <br />said Council needs to resist people% temptation not be connected ['by access through <br />Holmes Avenue). <br /> <br /> On motion by Ma'. Toscano, seconded by Mr. Caravati, the concept of the <br />development was approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. <br />Daugherty, 1~. Richards, Mr. Toscano. Noes: None. <br /> <br />Mr. Cox thanked Mr. Stoner for sticking with the effort ortho development. <br /> <br />REPORT~. WATER CONSERVATION <br /> <br /> Ms. Judith Mueller, Director of Public Works, said that as of this morning, the <br />area reservoirs were at 90% of capacity as a result of the weekend rain and are expected <br />to rise during the week. Ms. Muelter said that in addition to the rain, education efforts <br />were successful and consumption of water was lower even with the influx of University <br /> <br /> <br />
