One notion- is to attract middle income people and another is to keep <br />current residents here by enhancing their quality of life which includes increasing <br />accessibility to the greenbelt trails. Mr. Cox-noted that there is no access to Pen Park <br />from the area. <br /> <br /> Ms. Daugherty said that the developer of the treatment plant property plans to <br />provide access to Pen park. <br /> <br /> Mr. Cox asked what there is about the quality of this neighborhood that needs to <br />be enhanced, and said he feels Council should reflect on why this neighborhood does not <br />need the development. Mr. Cox said it is not strategic and is a destabilizing proposal. <br />Mr. Cox said he would prefer a strategy that is more about keeping the residents we have. <br /> <br /> Ms. Daugherty said the proposal is strategic as hr as the school system is <br />concerned. Ms. Daugherty noted that many who have opposed this development are in <br />homes that were opposed not long ago. Ms. Daugherty said that the City needs new <br />homes. <br /> <br /> Mr. Caravatisaid he is embarrassed by the process and that Council did not <br />demand a PUD. Mr. Caravati said that carrying out thetlousing Strategy is a balancing <br />act. Mr. Caravati said that Council needs to look at the longterm and ask whether there <br />is a significantJ deprivation to the neighborhood or the City as a whole as a result of this <br />development. Mr. Caravati said he feels the answer to that question is no. Another <br />question is whether this proposal wilt help, and said he feels it will. Mr. Caravati noted <br />that parkland will be-increased significantly as a result of the proposal, and added that <br />Council is not in the business of selling parkland. <br /> <br />RESOLUTION: APPROVING CONCEPT OF SITE PLAN/DESIGN FOR <br />~,VRENSON DEVELOPMENT (FORMER TREATMENT PLANT PROPERTY NEAR <br />PEN PARK) <br /> <br /> Mr. Huja reviewed, the proposal for development of the 25 acres of former <br />treatment plant property, and asked Council to approve the concept of the plan so it can <br />move forward with the- PUD process. The developer owns six acres of property on <br />Albemarle County which will be used to access the property. Between 130 and 150 units <br />of a variety of single family housing units are proposed, as welt as a community <br />playground, garden, pool, and pedestrian bridge over Meadow Creek Mr. Huja said two <br />neighborhood meetings have been held, one last year and onein August. Mr. Huja said <br />one unresolved issue is the access, noting that currently there is only one access proposed <br />from Penn Park Lane. Mr. Huja noted that approval from the County will be needed for <br />the portion in the County. Mr. Huja said that the developer will make improvements to <br />the intersection of Rio Road and Penn Park Lane and to Penn Park Lane itself. <br /> <br /> Responding to a question from Mr. Caravati, Mr. Huja said the issue of sidewalks <br />offsite has not been discussed. <br /> <br /> Mr. Cox asked what the mechanism is for looking at sidewalks, and Mr. Huja said <br />there is no requirement for offsite sidewalks. <br /> <br /> Mr. Cox said he thinks it would be beneficial to explore sidewalks offsite. Mr. <br />Cox asked if an engineer has looked at the access issue into the site and saidhe would <br />tike to see alternatives to increase the accessibility to the site~ Mr. Cox said he would like <br />to explore other options and would like for it to go through a full feasibility study. <br /> <br /> Mr. Toscano asked if Mr. Cox wants to open a City street into the development, <br />and Mr. Cox said he would tike to open Holmes Avenue into the site. <br /> <br /> Mr. Huja said that the residents on Holmes Avenue have said they do not want the <br />development connected to their street. <br /> <br />Mr. Cox said the traffic toad has to be distributed onto more than one street. <br /> <br /> <br />
