Va. child care center) <br />Court Square Initiative <br />CRHA transformation <br />Thinking about technology and impact of community <br />Transition zone <br /> <br />Lessons Learned: <br /> <br />University Circle permit parking <br />Good things take time <br />The power of the market - commerce as an engine of change <br />You can on}y control/do so much <br />CounciI dynamic with public and,staff- best when expectations clear <br />Not everyone has ethic of wide community involvement <br />Court facilities study - Albemarle County does things differently <br />Don't take City/County relationships -for granted <br />Benefits of empowering ad hoc committees m do work <br />Traffic calming <br />Need to think of ways to get public involved other than public hearings <br /> <br /> Councilors and staff again met in small groups and discussed what was <br />considered to be a successful Council meeting and what contributed to its success. <br /> <br /> Things contributing to a good meeting included: clear expectations; visual <br />presentation prior to public comment; no vote taken at controversial public hearing; <br />advance notice to public of meeting; visual presentation on web; time limit for public <br />comment; <br /> <br /> Ms. Daugherty said she would like to make Council meetings more efficient, and <br />several ideas were generated, including: deferring Council's .discussion of an issue <br />following a controversial public hearing; limiting Councilors' remarks to three minutes; <br />clarify when a vote is to be delayed; and putting a time limit on each item on the agenda. <br /> <br /> Mr. Cox said it seems that Council goes quickly form one item to another and <br />does not acknowledge matters brought by the public. <br /> <br /> Examples of Councilors successfully working together were discussed. The <br />transition zone process, involving Mr. Cox and Mr. Toscano, was discussed. Reasons for <br />its success included: common (different but complementary) interests; staff support; <br />netWorking; time for discussion behind scenes and time for public discussion and <br />involvement; and shared meetings and committee responsibilities. <br /> <br />Ms. Richards said she feels communication between Council is a weak link. <br /> <br /> Successful projects involving staff and.Council included: Court Square initiative; <br />fire services ag-reement; and Westhaven community meetings. It was agreed that <br />background work provided by staff is useful to Council. <br /> <br /> Mr. Cox said he prefers to take on team initiatives with other Councilors rather <br />than alone. Mr. Cox Said he finds Gary's "Communiqu6" valuable. <br /> <br /> Regarding more efficient Council meetings, it was agreed that times would be set <br />for items on the agenda, expectations for the public would be stated (a timer would be <br />used)and Councilors will limit their remarks to approximately three minutes. For public <br />hearings, expectations, including rules, time limit, if a vote is to be taken, and rules <br />printed on the back of agendas for every public hearing, Efforts will be made to get the <br />public involved earlier in the process rather than just at public hearings. <br /> <br /> <br />
