Ideas for improving Council relations included: mutual respect', stickto <br />expectations/rules that are set; increase-communications between Councilors; give <br />direction to staff; but don~t micromanage. <br /> <br />Mr. Goutdman reviewed changes in the Freedom of Information Act <br /> <br /> Mr. Gouldman was asked to took at legal requirements for Councilors serving on <br />boards and commissions, in particular the-requirement for two Councilors on the <br />Retirement Conunission. <br /> <br /> Cotmcilors discussed what they would like to see in Charlottesville in the year <br />2020. <br /> <br /> Ms. Daugherty said she would- like to see the housing trend reversed; youth <br />plugged into careers; and elimination of blighted areas in the community. <br /> <br /> Ms. Richards said she would like Charlottesville to be prosperous, progressive, <br />beautiful, well planned, well governed and having an integrated public tramportation <br />system, <br /> <br /> Mr. Caravati said he would like to see Charlottesville characterizedas rare, <br />creative, dynamic, and accessible (not too many cars); and having constructed ways to <br />make all citizens (including the weakest) achieve what they are capable of, a community <br />that works (individually as welt as reg~nalty); and. having seamless boundaries. <br /> <br /> Mr. Toscano said he would tike to see financial stability, joint planning and <br />changing demographics (issues raised during the reversion debate); and continuingon the <br />path to economic development in order to fund the school system; increased middle <br />income housing, transportation issues under control (U. Va. is a key player); and- <br />resolution of long-term water issues. <br /> <br /> The qualities Mr. Cox said he would tike to see include: the most pedestrian <br />friendly community in the southeast; education and jobs (most innovative, highest <br />performing public schools in the country); and the hippest, most entrepreneurial town <br />("The" place to be), <br /> <br /> With regard to increasing middle income housing, Ms. Richards suggested that <br />Council should perhaps focused on middle/upper income, dense urban~ental housing in <br />addition to home ownership. <br /> <br /> Councilors were asked to give their,top priorities for areas in the City's Work Plan <br />for 1999-200-t. <br /> <br />Economic Development <br /> <br /> Mr. Cox: 1) Development Plan (transit as an integrated part of it). Leery of <br />parking rather than transit study; joint session with Planning Commission to discuss <br />Comprehensive Plan (also with School Board to discuss strategy);2) Master Plan for <br />Union Station; 3) Assisting entrepreneurial companies on West Main corridor. <br /> <br /> Mr. Toscano: 1) Master Plan for Union Station; 2) 2'~a and Water Street <br />development; 3-) Water Street parking garage. M~~. Toscano said he is supportive of all <br />areas on the list. <br /> <br /> Mr. Caravati: 1) Development Plan; 2) Master Plan for Union Station; <br />3) Technology Development Loan Pool; and 4) Laboratory Specialist Program. <br /> <br /> Ms. Richards: Parking is an important mol/dement of plan for economic <br />developmera and transit;, need to do in phased-in way. <br /> <br />Ms. Daugherty: 1) Development Plan; 2) Master Plan for Union Station; <br /> <br /> <br />
