Absent: Mr. Toscano. <br /> <br />RECOGNITIONS/AWARDS <br /> <br /> Ms. Daugherty proclaimed September 27 as Friendship Day in celebration of the <br />fffiieth anniversary of the friendship &Helen Eitelberg and Alice Lieberman and their <br />service to the community. <br /> <br /> Ms. ~Daughe~y.recognized students of the Living Education Center of Ecology <br />and the Arts for their efforts to dean up Schenk's Branch and marking sewer drains <br />which encouraged peopte to be sensitive to the Bay. <br /> <br /> Ms. Lydia von Breesen, a student at the Living Education Center, urged Council <br />to change their'decision about the Meadowcreek Parkway as she said it will have a <br />negative impact on Schenk's Branch. <br /> <br />PUBLIC <br /> <br /> Mr. David Blount, new legislative liaison for the Thomas Jefferson Planning <br />District Commission, introduced himself to Council and said that he is in the process, of <br />putting together a draft legislative package for the 2000 General Assembly. <br /> <br />PRE, SENTAT!ON: PRESIDENT, P~,DMONT VIRGINIA COMMUNITY COLLEGE <br /> <br /> Mr. Frank Friedman, President of Piedmont Virginia Community College, gave <br />an annual-update on the College. The college enrolled 7,000 studentslast year, 1,707 of <br />Whom were fi.om the City. The College Neighborhood Center had 266 students last year, <br />91 from the City. Mr. Friedman said the College is in the initial phases Of planning for <br />renovation of the main PVCC building. Mr. Friedman said that PVCC is partnering with <br />the community's largest employees on workforee development and is beginning a <br />partnership with the Virginia Piedmont Technology Council. <br /> <br /> Mr. Coxthanked Mr. Friendship for PVCCs efforts, particularly in the <br />technology area, and asked for his thoughts on moving course offerings from PVCC into <br />the City. <br /> <br /> Mr. Friedman said that some courses provided-serve other areas in the state, but <br />other than that some courses could be offered in the City and he wilt-explore that in the <br />future. <br /> <br />PUBLIC ,13, EAR~G/ORDINAN,CE: CONWEYANCE OF RESIDUAL RIGHT-OF- <br />WAY NEAR 250 BYPASS AND PARK STREET <br /> <br /> <br />
