231 <br /> <br />look at ways to increase rehabilitation, new construction and conversions back to home <br />ownership. <br /> <br /> Ms. Kathy Johnson Harris, Planning Commission member, recommended that the <br />school facilities study be incorporated into the Comprehensive Plan, and said that the <br />School Board may need to look at redrawing boundary lines or redistricting. <br /> Mr. Cox suggested discussing the issue with the School Board at a joint meeting. <br /> <br /> Regarding transit oriented development, Mr. Key said that the City should <br />continue to explore expanding bus service. <br /> <br />Ms. Johnson Harris suggested that the City first focus on perfecting safety issues. <br /> <br /> Mr. Cox said we should ask the public what other kinds of transportation they are <br />willing to take, adding that he thinks people would prefer alternatives to the car if they <br />are made available. Mr. Cox said he would like a feasibility study done of a trolley or <br /> <br />street car. <br /> <br /> Mr. Supler said he would like to see taws regarding pedestrian crosswalks <br />enforced. <br /> <br /> Mr. Schwartz said that pedestrian and transient oriented development are key <br />issues that should be included in the corridor study. <br /> <br /> Mr. Slayton said he would tike to see a grid system of roads, and suggested that <br />streets that could advance the grid idea be explored. Mr. Slayton asked if Council would <br />like the idea of a grid system of roads pursued as part of the Comprehensive Plan. <br /> <br /> Ms. Daugherty said she thinks some areas should be looked at such as an eastern <br />connector. <br /> <br /> Mr. Cox said he agrees that the grid pattern is a good idea, but thinks the idea will <br />hit a brick wall. <br /> <br /> Mr. Toscano said it is important to explore the road issue in the context of how <br />does the City's Comprehensive Plan incorporate with the region as_a whole. Mr. Toscano <br />suggested revisiting the idea of an alternative transportation corridor in Fifeville. <br /> <br /> Regarding the four unrelated person issue, Mr. Slayton said that reducing the <br />allowable number ofunrelated persons allowed in a dwelling unit could be done city <br />wide or be made different in different parts of the city. <br /> <br /> Mr. Toscano said there are questions about whether varying the allowable number <br />would be legal, and suggested there may be other ways to get at the density issue. Mr. <br />Toscano said the City would be better off enforcing the code as it exists now. <br /> <br /> t~VLr. Supler recommended that feedback about reducing the allowable number of <br />persons be gathered from neighborhoods and exploring the idea if the City can legally do <br /> <br />SO. <br /> <br /> Mr. Toscano suggested that the City Attorney's office explore the legal questions <br />prior to soliciting feedback from the neighborhoods so that expec4mtions are not raised if <br />it is found to be illegal. <br /> <br /> Mr. Schwartz asked rather than imposing restrictions, what incentives could be <br />offered to get at the issue. <br /> <br /> Mr. Slayton agreed that a broader look should be taken rather than just focusing <br />on the four person rule. <br /> <br /> <br />
