233 <br /> <br /> Ms. Janet Hendrix, Director of the CLASS Program (Creative Learning After <br />School), explained that the program has been part of the school system since 1991. The <br />program provides after school programs at all elementary schools and Walker School; <br />early morning programs at Bumley-Moran, Jackson-Via and Johnson; a summer camp; <br />and programs on teacher work days. Ms. Hendrix said that a new initiative is tying <br />hands-on activities to Standards of Learning, but stressed that CLASS is not an extension <br />of the academic day. Ms. Hendrix said that hiring appropriate staff continues to be a <br />program, partly due to the salary level. Ninety two children were on the waiting list the <br />first day of school and 35 remain on a waking list. One third of all students receive <br />scholarships. The program is licensed by the Departments of Social Services and <br />Education separately from the schools. Ms. Hendrix said that participants in the summer <br />program who are County residents pay the same fee as City residents. <br /> <br /> Mr. Toscano said that the City is in essence providing a subsidy to County <br />participants since the school budget pays the administrative overhead for the program. <br /> <br /> Mr. Caravati asked if there is a waiting list for the summer program, and Ms. <br />Hendrix said there is a waiting list, but registration for the summer program is opened up <br />to City residents first. Ms. Hendrix noted that staffing is not a problem in the summer. <br /> <br /> Mr. John Santoski, School Board member, asked if children with special needs <br />are enrolled in the program, and Ms. Hendrix said they are. <br /> <br /> Ms. Kate Rosenfietd, Director of the Families Learning Together Program, <br />explained that the goat of the program is to assist and support parents' involvement in <br />their children's education as well as to help the parents meet their own education goals. <br />Day and evening programs are provided, with adult education and tutoring sessions <br />provided in the evening.
