Mr. O'Connetl said staffhave had difficulty trying to bring neighbors <br />together on Prospect. <br /> <br /> Mr. Caravati said that any tong-term solution has to include making landlords <br />more accountable. <br /> <br /> Ms. Richards said many neighbors have a fear of retribution if they report crimes <br />and a different telephone number than 9tl has been set up. In addition, persons calling <br />911 can request anonymity and the 911 Center has assured that the person calling will <br />remain anonymous. Ms. Richards suggested that a representative of Prospect might <br />observe in the 911 Center to see that occurs and they could report back to their neighbors <br />to allay their fears. <br /> <br /> Mr. Cox said Council needs to receive a proposal from staff about how to address <br />the concerns on Prospect. <br /> <br /> Ms. Morton, Prospect Avenue, said that something has to he done, and noted that <br />she has tried' unsuccessfully to sell her house for two years. <br /> <br /> Mr. Eugene Williams, 620 Ridge Street, said he has a hard time understanding <br />why this problem cannot he solved, and suggested that Councilors and the City School <br />Superintendent be brought ~ Mr. Williams said there will soon be a stigma on schools <br />in that area and said it is a city-wide problerr~ Mr. Williams suggested that school staff <br />be polled to see where they live. Mr. W'flliams said that the Iow SOL scores of Johnson <br />School students indicate that those students will become future dropouts. <br /> <br /> Referring to the Meadowcre~k Parkway, Mr. Cox said that VDOT is moving <br />forward with a design for the most efficient and cost effective road as evidenced by the <br />design shown the MPO design conutdtlee, and he said he feels Council has let down its <br />guard. Mr. Cox expressed concern that the design committee does not want a landscape <br />architect on their committee. Mr. Cox said Council needs to forward to the design <br />committee what they would tike the consultant to do. <br /> <br /> Ms. Daugherty said that the design committee reaeted to VDOWs design just as <br />Mr. Cox did. MS. Daugherty said that the MPO will he adding two people to the design <br />committee, one from the Rivanna Trails Foundation and one from the Parks Advisory <br />Board. <br /> <br />Mr. Cox said he thinks something needs to be done to change the process. <br /> <br /> Ms. Richards said that the MPO dis~ the desirability of a consultant and <br />what kinds of new members would enhance the design committee. Ms. Richards said <br />that the County MPO members were a bit ambivalent about the matter and the question <br />was left to the committee itself. <br /> <br /> Mr. Cox asked if Council would support the City's representatives talking <br />favorably for the consultant, and Mr. Toscano noted that the Council has akeady taken <br />that position as evidenced in the recent resolution adopted regarding the Meadowcreek <br />Parkway. <br /> <br /> Mr. Caravati expressed concern that VDOT is ~t~ending the City's money putting <br />forth objectionable plans. <br /> <br /> Mr. Coxrecomme~d that Council send a letter to VDOT expressed fheir <br />displeasure. <br /> <br /> <br />
