24O Caravati suggested combining undergroundip4g of utilities downtown with closing of one of the mai1 side streets. Ms. Daugherty said she would prefer to combine undergrounding with the Court Square project. Mr. Caravati said he feels the application for Court Square would be strengthened by having the County sign outo it. Ms. Richards said that the Court Square project could be linked with improvements to side streets to the matt. Mr. Cox said he would prefer that two grants he submitted. Mr. O'Connelt said he does not think the state is willing to commit funds to a project on a site (Union Station) where previously approved ftmds have yet to be used. Mr. Toscano recommended that Court Square be submitted as Council's first priority, and undergrounding of utilities be the second. On the issue ofundergrounding, Mr. Toscano said the question is how to limit where it is done and how can the project conform to the TEA-21 guidelines. Mr. Toscano suggested that if Council agrees on the undergrounding then staff can recommend the side streetsm be done. Ms. Daugherty recommended that staffpursue the flyover at Union Station asa future project. Mr. Tosem~ suggested that for long-term thinking, Council consider the corridor, parallel to West Main Street, between Ridge Street and 10th Street, which could be used for alternative modes of transportation, and a pedestrian route between downtown and Mclntire Park.
