250 <br /> <br />petitioners to non-suit and if they do, there wilt bea different kind of resolution and more <br />cooperation with the County. <br /> <br />PUBLIC ltEARING/ORi)INANCE: EXCHANGING PROPERTY ON EAST <br />MARKET STREET TO ACCOMMODATE BUS SHELTER <br /> <br /> Mr. Clyde Goutdman, City Attorney, explained that the City has requested that <br />Wachovia Bank exchange property in order to straighten out the property line and <br />accommodate the bus transfer station on East Market Street. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, the ordinance entitled <br />"AN ORDINANCE TO AUTHORIZE AN EXCHANGE OF PR_OPERTY ON EAST <br />M/xJt. KET STREET BETWEEN THE CITY AND WACHOX~A Bf2qK, N.A." was <br />offered and carried over to the next meeting for consideration. <br /> <br />REPORT: THOMAS JEFFERSON PLANNING DISTRICT COMMISSION <br />LEGISLATIVE PROPOSALS <br /> <br /> Mr. Da~,-e Blount, Legislative Liaison for the Thomas Jefferson Planr~ng District <br />Commission, presented the Commission's legislative package and noted that it has been <br />approved by other localities in the planning district. <br /> <br /> Ms. Daugherty asked that the section-on welfare reform include the following <br />language "urge legislation to increase access to education and training needed by <br />recipients." <br /> <br /> Mr. Caravati said he would like to see stror, ger language included regarding <br />transportation funding as he thinks that not considering taxes would be foolhardy. <br /> <br /> Ms. Richards said she likes the current wording and said that the proposals are <br />pretty controversial. Ms. Richards said a dedicated and reliable source of funding is <br />needed for transportation~ Ms. Richards noted that the City's legislative program includes <br />an item about citing telecommunications towers, but she thought that the Supreme Court <br />ruling gave localities control, and asked if the language is still current. <br /> <br /> Mr. Blount said the language is current and legislation ~om both sides is expected <br />on the issue, including legislation codifying the decision of the Supreme Comet and <br />legislation disputing it. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, Council approved the <br />Thomas Jefferson Planning District Commission's legislative package, with the language <br />suggested by Ms. Daugherty, by the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. <br />Daugherty, Ms. Richards, Mr. Toseano. <br /> <br />REPORT: CITY'S LEGISLATIVE PACKAGE <br /> <br /> Ms. Lisa Kelley, Assistant City Attorney, presented the City's legislative package. <br />Ms. Kelley said she will add language suggested-by Ms. Daugherty about education and <br />training and for welfare recipients. Ms. Kelley said that Ms. Richards has also asked that <br />resolutions regarding creation of historic district enterprise zones and trans-dominion <br />passenger rail service be included in the City's Iegislative package. <br /> <br /> Mr. Toscano, referring to the electronic commerce clause, expressed concern <br />about recent comments made by the Governor and about the effect of no sales taxes on <br />internet sales on local merchants. Mr. Toscano noted that the Governor has also raised <br />the issue of reducing the telephone tax, which is a local tax, and the City needs to keep a <br />close eye on the issue. <br /> <br /> <br />
