251 <br /> <br /> Mr. Blount said that the State Commission on Information Technology has been <br />looking at this issue and they may be making recommendations. <br /> <br /> Mr. Caravati said that localities need to have some manner of replacing the stream <br />of revenue if they are removed by the state. <br /> <br /> Ms. Daugherty asked that Council he provided-with a copy of the Virginia <br />Municipal League's legislative package since support for it is expressed in the legislative <br />package. <br /> <br /> Ms. Daugherty asked ifVML has put anything in their legislation about the Moss <br />'Commission, and Mr. Blount said they have not because the Commission will meet next <br /> week to finalize their recommendations. Mr. Blount noted that thetax issues are no <br /> longer being considered by the Moss Commission, but by another committee. <br /> <br /> Ms. DaugherVy asked that recommendations of the Moss Commission be <br />forwarded to Council when they are made. <br /> <br /> Ms. Richards explained that the historic district enterprise zone idea grew out of <br />the failed effort to create historic courthouse districts. The current effort has sought to <br />broaden the legislation and could he applied to such areas as the Union Station project <br />and historic school houses. If approved, and the City chose to move forward, a zone <br />could be defined around an historic landmark and businesses that conform to architectural <br />review standards would receive state tax credits. This would provide an incentive for <br />businesses to locke in historic areas. Ms. Richards recommended that Co ~uncil support <br />the resolution, noting that it would be revenue neutral for local governments. <br /> <br /> Responding to a question from Mr. Cox, Ms. Kelley said that the University has <br />requested the City's support for their budget. <br /> <br /> Mr. O'Connell said that the issue came up during several meeting with Leor~ard <br />Sandridge because the University believes that the City's support wilt help them in the <br />General Assembly. <br /> <br /> Mr. Cox asked if employee salaries are included in this budget, and Mr. <br />O'Connell said that most, but not al/are. <br /> <br /> Responding to a question from Mr. Cox about the living wage for University <br />employees, Mr. O'Connell said that with additional state funding the University will be <br />better able to deal with the wage issue. <br /> <br /> Mr. Cox said he is impressed that the City can lend support where it can have <br />some effect and feels it sends a message that the City is interested in the University. <br /> <br /> Mr. Caravati said he th'inks it is appropriate for the City to support the <br />University's budget, though he feels a little trepidation because it is a huge budget and the <br />Council may be tacitly signing on to something without knowing it. Mr. Caravati said <br />that next year would like more information on the University's budget. <br /> <br /> Ms. Richards said she feels supporting the University's lmdget is an excellent <br />gesture and it recognizes that the City is impacted by the University's budget. <br /> <br /> Ms. Daugherty said she does not feel the resolution is an endorsement of the <br />University's budget. <br /> <br /> Ms. Daugherty asked that language which has been included in the legislative <br />package for the last several years regarding the state providing fimding for the state's <br />snare of unreimbursed office space cost, be added in the human services section~ <br /> <br /> Ms. Kelley said that language should he included regarding reimbursement of <br />administrative costs for human services as well. <br /> <br /> <br />
