252 <br /> <br /> Regarding the trans-dominion passenger mil service, Mr. Cox asked if there has <br />been any movement on this iSSUe since the last time it was included in the legislative <br />package. <br /> <br /> Ms. Richards said it did not get advanced in the GenemI Assembly last year due <br />to lack of support, tn July a.symposium was held in Lynchburg with representatives from <br />central and western Virginia, and a statewide steering committee was formed to seek <br />support for it. Ms. Richards said she hopes there is more support for k this year. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, the City's legislative <br />package, with additional language suggested by Ms. Daugherty and Ms. Kelley, and the <br />Resolution Supporting the Trans-Dominion Passenger Rail Service, the Resolution <br />Supporting Legislation Enabling Creation of Historic District Enterprise Zones, and the <br />Resolution Supporting the University of Virginia's 2000-2002 biennial budget request <br />were approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. <br />Richards, Mr. Toseano. Noes: None. <br /> <br /> WHEREAS, the fmsibiI~y of expanded passenger rail service from the <br />Washington, D.C. and Richmond, Virginia areas to Bristol, Virginia, has been studied <br />and documented by the Virginia Department of Raft and Public Transportation; and <br /> <br /> WHEREAS, this passenger rail service would provide an attractive transportation <br />alternative that could lead to economic, tourism, environmental and other social benefits <br />for Charlottesville and its citizens; and <br /> <br /> WHEREAS, the Charlottesville City Council believes this passenger rail service <br />is both cost-effective and consistent with a well-planned, multi-modal transportation <br />system in the Commonwealth of Virginia; <br /> <br /> THEREFORE, BE IT NOW RESOLVED that thc C"narlottesvil/e C~y Council <br />reaffirms its support and endorsement for the provision Ofpassenger rail service from the <br />Washington, D.C. and Richmond, Virginia, areas to Bristol, Virginia; and <br /> <br /> BE IT lndRTHER RESOLVED that the Charlottesville City Council <br />encourages the implementation of this rail service and pledges its assistance to the <br />Commonwealth of Virginia in implementing said service. <br /> <br /> HEREAS, the Corcanonwealth of Virginia is home to numerous historic <br />districts which uniquely symbolize the life, history and commerce of each individual <br />County or City in which they are located; and <br /> <br /> WHEREAS, said historic districts are also home to properties and businesses <br />which are under architectural and use restrictions, promulgated by local jurisdictions <br />pursuant to Section 15.2-2201, et seq. of the Virginia Code; and <br /> <br /> WHEREAS, the cominued economic survival and flotrrishing of said properties <br />and businesses is significant both to the preservation of history in the Commonwealth and <br />the sustaining of economic oppommity; and <br /> <br /> WHEREAS, it is appropriate that the Commonwealth allow local jurisdictions to <br />pass ordinances designating "historic district enterprise zones" within ahistoric district; <br />and <br /> <br /> WHEREAS, it is appropriate that the Commonwealth extend tax relief to <br />property owners and businesses which preserve the historic character of neighborhoods <br />by maintaining or creating businesses or properties which are consistent with "old and <br />historic" standards; <br /> <br /> NOW, THEREFORE, BE IT ORDAW~ that the Charlottesville City Council <br />supports legislation that would enable local jurisdictions to create bAstoric district <br /> <br /> <br />
